I ask this since speed clearing acts at master or T1 with a Frozen Orb build and azuresong, movement speed skills like diamond skin sleek+teleport wormhole+legacy occulus+Illusionist+ % cd reduction gear is so fast? (credits to the guys at us and eu forums for the idea). Since legendary quality and stats does not depend on difficulty level, why bother and not clear all acts in two hours tops?
Because rewards are higher. If you can kill things efficiently, higher difficulties will yield more experience and more legendaries.
And there is always "fun" and "challenge" factors. Bowing up stuff in mere seconds can get boring after a while. In these cases, raising the difficulty helps with boredom.
How do higher difficulties lend to more legendaries? I thought MF was basically the same throughout the difficulties?
Once you hit Torment, under the description of Torment where it tells you how much bonus xp/gold and what not your current level of torment is providing, the last line states that legendary drop rate increases per tick of the slider.

Oh pitiful shadow lost in the darkness,
Bringing torment and pain to others.
Your damned soul wallowing in your sin.
Perhaps... it is time to die.
This mindset always troubles me about Diablo players, and while I could spend some time writing up a few paragraphs on the subject if the quotes below don't make you understand what you're missing then my logic won't either. Happy demon slaying!
SPOCK: Greetings, Captain.
KIRK: Spock! ...What are you doing in this neck of the woods?
SPOCK: I have been monitoring your progress.
KIRK: I'm flattered. Twelve hundred points of interest in Yosemite, you pick me.
SPOCK: I regret to inform you that the record time for free-climbing El Capitan is in no danger of being broken.
KIRK: I'm not trying to break any records. I'm doing this because I enjoy it. Not to mention the most important reason for climbing a mountain.
SPOCK: And that is?
KIRK: Because it's there.
