I posted this in another topic but made a few changes and can now cast meteor forever. The build centers around stacking Fire skills do more damage modifiers as well as Reduction cost to Meteor. With my reduction gear my Meteors only cost about 10 AP, I only run 9 apoc. I was able to time a 14 second T2 Ghom kill.
Meteor Reduction set up:
Cindercoat, 30% reduction to fire skills
Paragon points: 10% reduction to resource costs
Shoulders: 5% resource cost reduction
SOJ: -5 meteor costs
Source: -5 meteor costs
Power of the storm: -3 resource costs
The important part to take note is that Resource reduction % are taken into account multipicatively BEFORE any flat reduction. So with my setup it brings the cost of meteor from 40 initially down to 10.94 arcane power. With 9 apoc I'm able to sustain against a single target even while using explosive blast. My attack speed is at 1.67.
Damage bonus gear:
Cindercoat: +18% to fire skills
Magefist: +31% to fire skills
Bracers: +18% fire skills
Boots:+11% to Meteor damage
Sholders:+15% to Explosive Blast
Skills: Pretty flexible but I'll go over things that may need some explaining.
Meteor shower is the best fire rune. Sparkflint/Forceweapon/power of the storm are self explanatory. Explosive blast does a lot of damage with all the fire bonuses and Evocation. Astral presense helps me sustain. Slow time is my optional slot. I just use it for more damage right now as well as slowing enemy movement so they stay within the impact area.
Its a new Tal's helm I found. 500 intel/vit, 6 cc, socket, AR. Unfortunately didnt roll any cool damage modifiers but its still the highest dps helm I have.
I also have the new tals' chest and amulet. If I can just find one more piece of the set I want to test our the new tal's 4 piece set bonus.
I did something similar to this when I first hit the PTR. SoJ, Skull Grasp, Oculus, and Mara's to reduce the cost. It's awesome, but I've fallen in love with Sleet Storm and Archon all over again, I think. Cinder coat pushes Meteor spam to a new level, though.

To the post above, you cant roll elemental damage on boots and shoulders, only skill bonuses.
This looks amazing. God damnit, I think I will level my wizard first to 70. Can't wait to try out all of those nice builds. But this one definitly will have my most attention

cindercoat seems to be used by too many different classes / specs hope it wont get nerfed
I hope it isnt either but its really powerful. I did a similar build (high fire, lots of reduction) with the cindercoat on my DH for cluster arrow and its really effective. Got the Cluster Arrows down to 18 hatred.
to be hones i don't even remember elemental spec other than fire invis's fire monk Lastzoul's fire crusader
The 30% reduciton does seem to give it the edge but other elements are competitive as well. I run frostburns and a lot of cold bonuses on gear for my WD, lumbering bears build and its the fastest boss/elite killer for me. T2 Ghom in 11 seconds for my wd.
For my monk I run a Scorpionn Sting build with a lot of lightning gear. Works well too.
Barbs' skills are mostly physical but physical bonus % can now roll on gear. There's a new legendary weapon with a big bonus to physical damage as well.
They shouldn't nerf any good item that doesn't break the game totally just for being overused by many players because it is really good.
They should nerf the drop rate instead to make it a goal for many players , I am sure Meteor builds will still function ,but even if you have a working meteor build and you happen to find a cindercoat you will be happier and your build becomes even more effective simply because Cindercoat will probably be BiS for fire based builds.
Same with Wand of Woe , I don't know why they nerfed it to the point that almost no one will use , they should have kept it the same but made it rarer. They are not playing the rarity card right I think , instead they are nerfing anything that they think is overpowered or overused when it is a game about being overpowered.
I've submitted some feedback through the last couple months and I'm certain I've pointed out several times that Blizzard should introduce similar items like Cindercoat that drastically increase the damage output and reduce the resource costs of other elements.
For example, Fire has Cindercoat, Magefist, wizard's Phoenix set... what else... can't remember.
Cold has Frostburn, Azurewrath, Winter Flurry... just damage boosts.
Lightning has Odyn Son, Thunder God's Vigor, and... no idea. Just damage boosts.
Can't think of any for Arcane. But yeah, I haven't seen and can't think of any legendary item that has any resource reduction for specific elemental spells other than Fire.

What's the advantage of tals helm over mempo?
I didn't see you mention anywhere that your helm provides damage/resource reduction
