It should be calculated correctly. It rounds the APS you list based on the IAS you give to calculate the base APS of the weapon, then applies the weapon IAS to give the exact weapon speed.
I remember back in 2009 or 2010, there was a warlock spreadsheet for WoW that was able to collected data directly from the armory. You are obviously much better and knowledgeable of excel that I am because I tried to make a spreadsheet a couple of years back and gave up. Is this something that you can do? It would be an amazing.

It's not something I know how to do or plan to do. In theory it should be possible since other places did so (d3progress, d3up, etc).
The spreadsheet requires permission to access. If you prefer, you are welcome to pm me a link with approved access.
Off the top of my head, make sure the paragon points line up and you have the correct buffs activated. If you have 1 280 gem and 1 220, that's an average of 250, so just put 250 with 2 sockets. It's not perfect but it's simple enough of a fix that I didn't think it was worth changing to a slot by slot basis.
Can you also link your battle.net profile and tell me where you spent your paragon points? I can take a look at it when I get home from work later today.
For armor value on items, only include the total armor shown. That already includes the +armor roll. On your boots and pants you added the total armor to the +armor, which explains the difference.
The vit is because you forgot to put the 666 vit from your OH in the spreadsheet.
I got a question about actual aps. my spreadsheet dps is higher then my game dps. I think there is a mistake somewhere. I got weapon that got 1.15 atacks per second. Ingame details page says that i got 1.15 atacks per second. I put this number in the spreadsheet and it's shows that my actual atack/sec is 1.2. I tried to increase my weapon atacks/sec to 1.2 and actual atack/sec and my dps didnt chaged. Is it how it's suppose to be? my dps ingame is 615204. In spreadsheet it's 641952. I think the difference caused by atack speed. I doblechecked all others stats.
Did you put the +IAS from the weapon in the spreadsheet? To troubleshoot I'll need to at least see your armory, and a screenshot of the spreadsheet or link to the sheet with your stats helps a lot too.
It's because the spreadsheet doesn't account for a base speed of 1.15, so it rounds it up to 1.2, thus you get a higher dps. The dps before should have been exactlyhigher by a factor of (1.2/1.15).
I hadn't thought about the damage reduction from set pieces and the like. The workaround is to calculate it yourself. Take your final EHP and divide it by (1-DR) where DR is the damage reduction of the set. You'd have to do the same for the elite EHP to get the final amount.
If you want to know your damage mitigation, take x =char sheetdamage mitigation value and calculate as:
Overall damage mitigation = 1 - (1-x)*(1-DR)
For those calcs, if you have an extra 7% damage reduction, then DR = 0.07.
=ROUND((D3-D5)/(1+D4/100),1)*(1+D4/100)+0.03*'Equipped Items'!$U$23+D5
I think it should actually be something like:
=D3*(1 + D4/100) + 0.03*'Equipped Items'!$U$23 + D5
