The former only affects skills that already deal cold damage.
The latter adds cold damage to your weapon damage based on your physical weapon damage. This cold damage will only result in a chill effect on basic attacks and on skills that don't specify a damage type (hint, the only wizard skill like this is spectral blades). It will not affect skills like the various archon skills which deal arcane damage. Even skills like wave of force that specifically do physical damage do not apply a chill, only those (read here spectral blades) which do not specify a damage type. Note the difference between spectral blades and wave of force where wave of force says it deals a percentage of weapon damage as physical.

Cold damage is an oddball.
I can't vouch for the cold effects, but I run bonuses to fire, lightning, arcane, poison, and holy (Triumvirate, Zunimassa's Trail, Tal Rasha's Allegiance) and the only effects I see are:
Mobs exploding in either fiery death (fire damage), electrocuted smithereens (lightning damage), purple goop (arcane damage), splattering green slop (poison damage), or shiny yellow lights (holy damage).

From what I've read this is true. I've heard of people using items with +fire affix with spectral blades and conflag so I assume the same would be true of spectral blades and cold damage. I also think it'd be true of white attacks, i.e., weapon attacks made when out of AP, such as spamming WW, Arcane Orb, etc.
yea i knew about the specral blades and well the +% to skills is just junk i was just thinking i might be able to get the%cold damage to make cold blooded work while in archon. and jaetch wish i could get the zuni/oh and tals all at once but to get all at the same time i would be /wrists with the cost (working on tals neck atm 430m)(as for zuni boots i just need to trade in my ice climbers)(the offhand i need a streak of good luck to sell my oculus 125-468 damage for 100~m so i might be able to get a good triv with apoc) the plan is there i just dont wanna sell the gear i have before switching its annoying >.>

I have a 340ish damage Trium with +15% bonus, max crit, 168 int, 6 AP on crit in the AH if you're interested. Although I personally can't do anything right now because of the East coast hurricane (blackout here).
well if i didn't just buy a tals neck for 450m (30k damage upgrade) which put me 25m under ...... friend lent me thier cold damage SoJ just to make sure it didnt work before buying a better damage neck its too bad wish i could have had coldblooded+ glass cannon for archon and have the 20% take effect after the first tick of archon xD
