Hey I was wondering at what critical chance point is critical mass reliable at resetting cooldowns? For example, at what point is it comparable to illusionist for resetting teleport? I'm running arcane torrent with disruption and arcane hydra....but the ratios are set up for each skill so it should be relatively consistent. I'm using a slow two-hander.
Don't use CM for that build. Even with high crit, the spell coefficient of Arcane Torren is only 0.2 so you only reduce your CD 20% of the time you get a crit. Arcane hydra coefficient is 0 so it never procs CM. Also, it's impossible to compare illusionist to CM because illusionist procs off of you getting hit, which could happen 1s after you use teleport, or not happen at all before it comes off CD again.
In order to use CM to reliably reset CDs you want high crit but you also need skills with high spell coefficients. The Energy Twister - Storm Chaser spell has a coefficient of somewhere around 0.5 and tics 4 times per second so it is the most widely used ability for CM proccing at the moment. Wicked Wind has a coefficient of 0.125 and is still viable in high crit CM melee type builds. The other widely used skill for CM proccing are Spectral Blades - Deep cuts (0.889 coefficient) and to a lesser extent, Meteor, with a 0.25 coefficient.
Kiting builds will not get much use out of CM because the coefficients of their spells are very low. Even when using 2 spells with CDs, such as teleport and Diamond Skin, the point of kiting builds isn't to have a high uptime of spells with CDs but rather that you have the CDs as panic buttons to be used as needed. In other words, you're trying to not get hit, and the CDs are there for the times when you are going to get hit and should help you get out of whatever situation is causing you to get hit (such as waller elites, or jailor, or any number of annoying ranged mobs in Act 3 shooting you simultaneously, etc.).
The only widely used build that uses CM but isn't a melee type build is the Archon build with Storm Chaser used with CM to refresh Archon CD if it falls off, but that usually requires 70k+ dps and a few hundred resists for Act 3 farming. Also, it's more of a farm spec, to be used when you vastly outgear content rather than a progression spec, in case you are still progressing through inferno.
