The adds get me nearly all the time. Have only made it to phase 3 once, most of the time I fail in phase 2, sometimes even in phase 1. Adds spawn on both sides, making it hard to run/survive without blowing a CD. I can take up to 3 unprotected hits with 38k dps, 28k hp and 600 resists (further adjustment of all 3 variables are possible).
Edit: Can anyone give any practical suggestions/video/guide of add kiting? When adds spawn on both sides, other than blowing a CD there's nothing I seem to be able to do and they stream in faster than I can pick off, especially with Belial running around as well.
If you have problems getting through phase 2, simply spec Archon with +25% rune. Place a venom hydra before you pop it, and the phase will end in 10 seconds. You can tank him with Force armor as long as you pick up a health globe or two and pop a pot.

It's a witch doctor kill, but he explains movement in the last phase really well, with drawings and everything. Check it out and you'll understand exactly what to do.

The blizzard/hydra build really works, about 15% of the time when I don't make mistakes. Once that goes, I react too slowly on phase 3 or mix up the 1 hit or 3 hit, sometimes because the 1 hit is too far on the left, cos i moved too slowly earlier.
I'm aware of all the tips offered and am grateful. I suspect my reflexes are simply not good enough. If you're on US server and interested to earn some gold from helping me clear just drop me a line. I don't know how that PM thing works but i'm sure we can work something out.
Edit: For those who really can't take Belial, I have a solution! You can skip that fellow and jump to act 3 if you find someone to share his waypoint. If anyone needs help with one let me know. I paid someone for that waypoint but it sure beats trying to test my reflexes on Belial.
i'm sure teleport and mirror image work, although I can't see how. My use of the 2 spells is poor. My best times came from keeping hydra up and using blizzard to slow, after which try and run just out of their range. Blasting with ray of frost when there is space. To be fair they are all melee adds, i've had some skilful looking weaving between add moments but they were all accidental. When it looks like they'll touch you, you use the 2 defensive spells diamond and frost nova. Works in theory but often I am not skilful enough to do it consistently.
I did it finally yesterday. After many hours of frustrating personal fails, different lags, and crazy random attack ranges of me being one shot. I think to kill it solo you need a fair amount of luck because in phase 2 you will be in melee range multiple times of the mobs. I had 21k DPS and i had 38k Health.
First of all in phase 1 i start by popping diamond skin, and popping hydra and running right and popping nova, i then basically do the same through phase 2 with just letting them hit me resetting teleport then switching sides. It's one of the hardest things i've ever done. Phase 3 is probably the easiest phase but it's very easy to mess up. I'd say just keep at it because the more tries you do the more likely you are to get lucky.

If you have problem with first 2 phases, use this spec and just stand bottom right corner. Don't even have to move most of the time.
It's by far easiest way to do it and you'll get to 3rd phase every time.
5 mirror images will tank most of adds and your hydra usually kills em all before they even get to you. All you have to do is stand still and dps. You just Diamond skin whenever boss comes near you and pop mirror image when he melees you. Just focus on dpsing and he'll push to 3rd phase.
I used same build all the way through azmodan w/o any trouble except Soul Reaper elites. (you'll know what I'm talking about once you see them. and yes you want to punch a baby whenever you see them)
Edit : I use templar with 100k+ HP. He def is God send with stuns heals and tank those projectiles so I don't have to move ever.

I used an enchantress and I have about 29k hp, 25k dps (w/ shield. ~30k with orb), ~500 resist all with force armor (~700 with prismatic). I typically use 1 hand + shield but on this fight I equipped 1h+orb for the first 2 phases then put on my shield in phase 3.
Basically phase 1 and 2 I handle exactly the same, drop a venom hydra, drop a trail of blizzards and kite them through it. Use diamond skin or frost nova when they get close so that you can run past them and kite them back the other way. Only difference in on phase 2 you have to be sort of conscious of keeping a blizzard on belial himself and keeping the hydra near him so that he takes enough damage and you can end the phase in a reasonable time.
P3 is just a dance, keep hydra/blizzard up and avoid as many hits as possible. Force armor should allow you to eat 1 hit but the 2nd may kill you, depends on your armor/resists/hp of course. Use diamond skin to eat hits you can't avoid, and try to stay in sort of the middle of the platform so if you do get hit you can get to a health globe quickly.
Hardest part of the fight for me was phase 2, and I tried it with teleport + illusionist and other builds but what finally got me through it was having frost nova on a 9 second cooldown.
I beat Belial in act 2 inferno by doing the following. I found someone in act 3 and joined on them. The boss is just way to time consuming and wants you to farm the hell out of a2 before you are geared to beat him. So I skipped him and will come back to kill him over and over and over.
This is what I found out to be the easiest way to go about phase 1 and 2, as far a phase three goes people seemed to have covered most of it above.
Not many people are going to have 30k dps without force wep or sparkflint by the time they reach Belial. Guess it could be this easy if the person bought a dagger for 3+ mil off the AH...

I'd like said dagger myself, switching out your rings to something with 60+ int / 15% attack speed would help with a dps boost. There's plenty in the AH for under 40k last time I checked, also a decent pair of gloves with attack speed on them would help you achieve higher numbers. The gear I had in that video was about 30% found and 70% from the AH nothing worth more then 30k a piece, AH is very simple to use and a nice source of upgrades.
For phase 1 and phase 2, you'll have to pop cooldowns to deal with all the snakes - so to make it easiest on yourself, bring a bunch of cooldowns. I brought Diamond Skin, Frost Nova, and Wave of Force, with the 15% CDR passive; it made dealing with the snakes much easier.
Against Belial, you pretty much have to learn to flawless him without excellent gear. Personally, I'm not that good at the game, so I just swapped gear to be tanky enough to take more than one hit - 450 resist all with 40k HP and Force Armor / Obsidian Skin did the trick.
Requesting for advice/tips/youtube whatever from wizards who have successfully cleared him on inferno.
Will also tip if anyone can take the time and help me through him.
