EDITED: I changed the suggested build - the new one works 100% better for me in this area. Also put my new system of farming this below after the new build. I put eerything I wrote before in grey so you should still be able to read it - but the new stuff is in normal color at the bottom.

Here is (IMO) the best place to farm in Act 3 Inferno.
Select new quest - Inferno Difficulty - Kill Siegebreaker (If you don't have the quest - find someone who does and leech it)
You will spawn with the Waypoint to Korsik (sp?) Crossing. Go to it.
If you sapwn with a pack of regular Mobs around the Waypoint - do not fear - Kill what you can and then die - Tyreal will continue Battling while you are dead - so Let him finish off the normal mobs - he hits for 40+k.
After the sapwn is clear (it doesn't always have stuff around it) make your way north. You may run in to 1 Rare pack - it may be too hard to kill - but try using the stairs in the Area to kill them - I used Slow time / Blizzard - Hydra and Piercing Orb last night to kill stuff (more details on builds below.
If you can't kill that rare pack - pull them as far south as you can - so that you can revive at the way point and proceed north. Just shy of the boss encoutner Zone (Edge of the Abyss?) there is a roughly 50% chance of a dungeon spawning called "The Underbridge" - Jackpot! Go inside.
Inside is an easy to kite area (circlular room) and it contains a combination of 1 Resplendent Chest, 1 Treasure Goblin, and 1 Rare pack (Seems to always have a rare pack and at least 1 of the other two, and somtimes both)
Kill the pack by kiting if you can - some mele Rare packs that spawn in there can be killed by tyreal while you are dead.
Be carefull not to find the Goblin untill you are ready to engage.
Kill the Goblin if he is there, (I had no trouble killing him with Blizzard and Piercing Orb - 28K damage) - Check for the chest and collect rewards.
If you were able to kill the rare pack in the underbirdge, and kill the rare pack between the waypoint and the Boss zone - youre now ready for the Siegebreaker with 2 stacks of the buff.
Siege breaker is easily kited and killed with Hydra and/or Blizzard / Seeking Missle. You really need 12% run speed on boots to avoid his mele 100% of the time.
Kill Boss - collect loot - repeat.
So - the caveats to this are - sometimes you have to die ALOT during this run - sometimes you have to start over (rare pack is too hard) - some times the Underbridge doesn't spawn - sometimes the rare pack inside the underbridge is sitting there RIGHT when you zone in - which is almost impossible.
Here is the build I used for this run:
RMB: Blizzard - 60% Slow
LMB: Shock Pulse - Piercing Orb / Seeking Missle Also works well (especialy for Siegebreaker)
1: Slow TIme: 20% damage (for max Blizzard - Hydra goodness - and to not get one shot by ranged mobs)
2: Hydra - Poison (To kill rares while ktiing and to kill Siege Breaker)
3: Dimond Skin: To not get 1 shot
4: Magic Weapon: Force Weapon - More damage!!

RMB: Hydra: Venom - Kills stuff while you teleport around
LMB: Chain Lightning - Free spam AoE for casting after you Teleport and things are Frozen in Blizzard
1: Teleport - Fracture - COmbined with FA - everytime you get hit you can teleport away and have some decoys. Usualy you have regened your life by the time you get hit again (with a decent amount of Lefe Regen)
2: Energy Armor: Force Armor - with enough health (I would say shoot for 27K - though I run with 34K) this is awesome again. FA Strikes Back!
3: Blizzard: Grasping Chill - Damage and 60% slow - awesome - gives you time to spam Chain Lighting
4: Magic Weapon: I've decided this is broken and gives WAY to large an increase. Take it.
Passives: Illusionist (Makes Teleport up after every hit) - Astral Presence (makes spaming Blizzard possible) - Glass Cannon (I suppose if you cant get up to 6500ish armor, and 27-30k health you could try this with out Glass Cannon - but I use it still - and its fine.
Stats for this: Int > Vit/Armor/Resists (Try to Keep your Max HP at about 4/3 of what the monsters hit you for - makes FA work) > Life Regen / Life on Hit > APS > MF
I have: 34K health - 250-350 all resists - 32K damage: I think it would work with: 27K Health - 150-200 Resists - 20K damage
This new build (new for this thread, the Illusionist build of course has been posted alot before now) works AWESOME for the underbridge - siege breaker area. I'll leave the top part alone, but here is the updated version of what I do on this run now:
Start Kill Siegebreaker Quest
Teleport to the Crossing - pick up Tryeal (he will follow you all over the zone after you waypoint to the crossing and before you kill siege)
Teleport back to town and then to the Bridge starting Area. Kill everything you can. Clear out a big space by the Bridge waypoint and then kite - teleport around killing stuff. You should be able to clear out the whole area where the Siege Weapons were easily.
There should be a random dungeon out there somewhere (ice caves) - about 7-10 times I can clear it (only if a nasty rare pack spawns right at the entrance can I not).
Once that area is clear, you will liekly have 2-3 stacks of Valor - and maybe found a Chest at the bottom of the ice caves.
Head north to the Bridge and make your way back to the Crossing way point - there should be at least 2 Packs of rares along the way - kite them - tleport around them and kill them.
There is a random "Store Room" along the left side of this bridge - random note - if you can see light coming from behind the closed door - it means there is a rare pack in there - if its dark behind the door untill you open it, its just the dye vendor.
You can likely kill the store room rare pack if it sapwns by using Tyreal to do so - but the room is too small to do it your self - though with some fancy teleporting (top of the stairs, bottom of the stairs) I have managed to kill a few.
You should be back to the Crossing way point - of course check for the underbridge before killing siegebreaker.
At this point you should have 5 stacks - you can - if you want - head back to town and hit the First Way points (where you lit the torches and where you raised the catapults) and kill all of those rare packs with Tryeal's help and a 5 stack - it felt VERY worthwhile to me.
When your done - kill Siegebreaker - I got 2-4 Rares of him each time with a 5 stack.
Edit2: The other great thing about ths build - stat priority is that I finaly feel like I'm gearing with purpose - I actually want more armor and more resists because I am taking hits - Ideally - once I have enough I could play with out FA. - in other words farming gear is actually fun gearing for this.
Once I get some more Defnese (can survive hits) I'll probably siwtch out Glass Cannon - but for now - I used:
Glass Cannon - Prodigy - Arcane Dynamo
I tried a Variation on the Above build that used Living Lighting instead of piercing Orb and for that I used:
Glass Cannon - Paralysis (Living Lighting Stuns ALOT) - Astral Presence

Having a busy weekend so havnt been able to check the boards.
I have made some modifications to this build FOR THIS route. Forget Vitality Forget Diamond skin.
You get one shot anyway. I'm instead using Mirror Images and stacking dex for dodge chance. Get as much int/dex/mf as you can.
I've also been backtracking to get a 5 stack before going to siege breaker.
Just an update:
Last night I did a run of this, 1 goblin, 1 chest, 3 rare packs dead (kite) then siege breaker kill. Total: 7 rares, 23 blues 1 smith plan. 1upgrade for my wiz, 5 mil in AH (sold over night). That run took about 45 min.
That was a perfect run, they don't all go that perfect, but I still say: #1 spot to farm in the game right now.
I really like this route and I have been using it lately as well. However for your build I would like to offer up some suggestions as to what I found worked well and see what your thoughts are.
The main difference is using force armor so I can absorb about 3 hits (4 if you pot). I also use cold blooded to get extra damage on the adds I am kiting with blizzard. I like using the snowbound glyph for blizzard as well as Astral pressence so I have the arcane power to spam blizzard when kiting troublesome adds and not having time to turn and spam shock pulse.
Other than that the concept and path is the same. I really like the route, thanks for sharing.
Also to elaborate on my gear when using this build. I'm at a buffed 59k dps, 4500 armor, 28k health, and >300 resist all. You will need a little bit of vitality to absorb some blows and a lot of the mobs hit harder enough to one shot you through force armor. However the main reason I use force armor is for the ranged attacks, the spear throwers and bird things that shoot fireballs plus the little adds can be absorbed using force armor. I also use the Templar for heals and occasional stuns and light tanking, stack him up with MF though because you get half of his MF I believe.

Wow, your gear blows mine away - im still glass cannoning it. I'm forsaking vit and res for MF, have 175 unbuffed
Did today ~20 runs at the second one got awesome dagger with 800 dps and +IAS also i got Exalted axe recipe while having 1 stack of valor, all other runs was terrible not much loot only blue crap , anyone getting often yellows from him and how much MF you have ? Do you switch gear before boss death ?
I personally grab Tyreal and then go one waypoint back to the plains, there are usually 2 or 3 elites out there then I clear the bridge all the way up to siegebreaker and kill him. Obviously with 5 stacks you get at least 2 rares sometimes 3 and they can be good stuff. I have seen 950 dps 1 handers and 1200 dps bows as well as a lot of other good rares and slightly lower weapons. Any boss farming without a 5 stack is pretty much useless in this game.

The purpose of the route is to kill rares so that you get 5 stacks of nephalem and then kill siegebreaker (and other champions if you want). It will give you yellows this way. Also if you want more yellow you gotta switch your gear to mf just before landing a kill on a champion pack.
I updated the OP with what I am currently using to farm this route - the last 2 nights I was able to do 6 or more cycles of this (in 5 hour play seessions).
Each cyle should end with a 5 stack kill of siege breaker and a good 7-10 rare pack kills.

I use arcane seeker "pffft around the corner" good dmg also my blizzard with hydra takes down bigger packs.
I used seeker for a while too - but I find Electrocute to be amazing for killing those annoying little leepers in the ice caves and great just in general - some one suggested Piercing Orb - and I do like the "cast and forget" aspect of Piercing orb - but I find that Standing and casting chain lighting after a teleport just fits really WELL with the play style of this build - I like chain lighting.
so i tried your "new" build a few minutes ago and i think its not bad but i would go cold bloded instead of astral presence... i think it takes some time to clear alle the stuff in the area but its pretty much the only one to farm in act3 :/ atleast if you want to fram rares. btw i run a shield with 21 cahnce to block and 4700 blockrating +70allres+some def and still have 35k dps... guess it works pretty well but i need to test it some more
I have tried it with out Astral Presence - I just miss being able to cast soo many Blizzards and recast so often when I dont have it. Its one of those that you just feel broken with out it once your used to it.
I was thinking about changing astral presence to some other passive, for more dmg or defense , but in the end it you need arcane power and regen also, because there will often arise situations when you want to cast second blizzard ,teleport or put another hydra, in different spot , eventually you will run out of arcane once a while and die.
I might add that i still use shockpulses compared to electrocute! Didn't really like how the electrocute works and Tyrael will most likely finish everything u struggle with anyway

Only 1 so far - it was actually a pretty well rolled Skorn - 1100 DPS
I used to run this with about 185% unbuffed - but now I only have 50% unbuffed - I do swtich to a 35% amy and 36% helm when I am about to kill.
