If Ray of Frost doesn't crit then what is this for?

This was on the AH so I'm not going to buy it to test it, but anyone happen to try something with this stat? Does it give the spell the ability to crit? If not then these spells are supposed to crit and just don't.

My bet its the loot generation algorithm not taking Ray of Frost's non-critting properties into account.
