The wording is bullshit, it doesn't clearly state anything.
After casting Teleport, there is a 1 second delay before the cooldown begins, allowing you to Teleport again
It states the cooldown begins after 1 second, but it doesn't state whether or not this is postphoned by another second if you cast it within that timeframe. It doesn't state that it does, it doesn't state that it doesn't.
JayWilson: You can teleport as many times as the animation will allow in the time before the cooldown is triggered.
Again, totally inconclusive whether or not the animation resets each time you cast it. He says the cooldown is "Triggered" but whether it is triggered 1 second after the first cast or whether it is triggered 1 second after the last cast is unknown.
We do have a video showing it to be the latter though.

Jay's wording seems clear to me. If the cooldown were reset every time, the animation wouldn't come into it and it'd have been easier to say you could do it until your arcane power runs out. His answer only makes the least bit of sense if the cooldown starts one second after the first time you teleport.

I have to agree. Your first TP starts the countdown ( 1 sec) until the actual CD begins, meaning as many times as you can click in that 1 second is how many times you can TP, and dats dat.
Edit; This is how it worked for me at Blizzcon when I pvp'd; I picked the wiz and they had a set loadout, one of them being TP w/ wormhole.
The answer is yes dude. You can teleport as many times as you want as long as you do it back-to-back. It's not as cryptic as you think, he answers it bluntly.
