I don't really understand Blizzard spell. Imho is worst spell mage got. 280% over 8 seconds mean 35% wd every second. It don't slow, so monsters can stay in it for 2-3 seconds max. And it is not staccable. Runed Meteor as Comet is far better.

I think one problem this build will have is that it has 0 escape abilities. If you get surrounded what do you plan on doing? I believe the vortex ability (and likely more) will put you in a bad situation... how will this build survive?

You've got it dead on. Blizzard is designed to be an AOE DoT... You toss it over an area and let it do DoT while you hurl other spells. 35% wd a second isn't that horrible really. GoTD is 20% for 8 seconds ... smaller area. Haunt is 47.9% per second for 12 seconds... with NO AOE.
Cycle your blizzards using arcane prodigy and unrelenting storm (blizzard rune) and you got yourself 490% weapon damage over 8 seconds.
While blizzard is raining on the area, you can cycle in other spells, gather up your 5 flashes of insight, and hurl another blizzard.
Ice Armor chills them so that you can trigger your Cold blooded +20% damage passive for all frost damage.
With a fast enough weapon (and depending on fast you can gain flashes) you can probably alternate between using Arcane Prodigy on your blizzard and your comet.
The only time I see blizzard being a prefered spell is when you are running with a group that has melee and the monsters will be fighting them for a time long enough for the blizz spell to damage them over large part of its time.
Frost Nova -> Teleport -> Blizzard
or
Mirror Image -> Blizzard
or
Diamond Skin/Ice Armor -> Blizzard -> Teleport
or
Slow Time -> Teleport -> Blizzard

It will be intresting to see if it grants all your spells a 2% knockback chance, its the only reason I can think of for it being such a low % chance.
The only time I see blizzard being a prefered spell is when you are running with a group that has melee and the monsters will be fighting them for a time long enough for the blizz spell to damage them over large part of its time.

Thats so much trouble just to make it a viable spell. I just dont see myself doing that, especially considering it takes several seconds for it to reach good dmg for a single spell. I bet people will use a high damaging spell that doesnt need a setup and then use the cc when its needed.
That might just be the case. But hey, variety is the spice of life.
You could substitute Force Weapon for Teleport/Fracture for better solo action.
I call it my "fish in a barrel build". Basically it's really simple, here's how I imagine the fight going:
-Open with Slow Time on any mobs
-Drop a meteor in the same spot
-Clean up with Ray of Frost
-If mobs make it to you, Frost Nova/Tele and get a little distance
-Repeat
You really don't need much AP generation, so I haven't included any as Meteor is the only ability that requires it.
You can sub Glass Cannon for Astral Presence if you crave more meteor.
Your static damage multipliers:
-Cold blooded (20%) Applies to - All of your cold damage to chilled or frozen targets (It's pretty much all cold damage)
-Time Warp 8s (20%) Applies to - All damage to targets in the dome
-Bone Chill 3s (15%) Applies to - All damage to enemies that you Frost Nova
(Optional) Glass Cannon (15%) Applies to - All your dmg
(Optional) Magic/Force Weapon (15%). Applies to - All your dmg
