Frost Hydra - 36% weapon damage as cold to all enemies in a cone
Meteor (Comet) - 72% Weapon damage as cold and slows enemies movement by 60% over 3 seconds
Blizzard - 255% weapon damage as cold to all enemies in an area
Blizzard (Grasping Chill) - Mist slows movement speed of enemies by 60% for 3 seconds
All of the above skills deal "Cold" damage. Some skills mention slowing the enemy down, while others do not. Here's my question: Does cold damage automatically slow the enemy? If a "Cold" attack does not mention slowing the enemy, is it assumed to automatically slow them down anyway?

I'm not sure, but I think being "Cold" damage just means it's affected by Cold resistances. It would have to say that it slows in order to have that additional function. Again, don't take my word for it, that just seems logical to me.

You'd think so, but you would probably also expect poison damage to inherently do damage over time. However I read somewhere that this is not actually the case, and that it needs to be explicitly stated which poison spells do damage over time.
I believe all cold damage adds the chill effect (I could be wrong on the term there).
I do know that it does add a slow effect. I'm unsure on the numbers though. I believe cold damage is the only elemental damage that does something additional beyond graphical effects and resistances.
thats not true my barb has 2 cold sickles and they both periodically say snare when i hit someone
then thats a bug, i think it was bashiok who stated that they dont want you to pick a weapon based on effect of elemental dmg and that they dont want you to have more sets of weapons for additional effects

I have seen that too, but they don't turn blue, and they don't appear to move any slower from what I could see. If +cold dmg slowed it would be too good.
Cold Spells on the other hand should certainly slow.

The main difference is that the cold affix on weapons will be a much lower damage increase than the other elemental dmg affixes and that's how they are balancing it.
It certainly seems like it would freeze or slow down enemies, but that sort of logic can't really be used when it comes to video games. Here is a quote stating that poison will not apply damage over time, as you would think poison would do.

I was going to ask about RoF as well, however in the beta i keep seeing RoF, chilling targets so i am presume "Cold Blooded" would at least work with it.

That's because Ray of Frost specifically says that it slows the target (lots of cold spells do, it's just not a default attribute).

While we're on the topic of slow, do we know how snare mechanics work when multiple snares are triggered? Are they multiplicative, or does only the highest snare value take precedence? Being stackable seems like it might be too powerful, but it's an important distinction to know for sure when constructing a build. 30% from Chilling Aura + 30% from Temporal Flux + say, 60% from Comet will reduce monsters to less than 20% of their base movement speed.
In Diablo 2 slow effects stack, but in WoW (from what I've heard, since I've never played) snare effects do not stack?
Also on a related topic, does anyone know what % cold damage in Diablo 2 slowed by? Just for reference purposes compared to some of these skills.

Relax. As I said and other used posted Cold DOES slow enemies, for 0.1 or 0.2 seconds.
It depends on how the frequency blizzard hits the enemies. In D3 dot abilities and channeling seens to deal damage continuously so we can assume blizzard does slow enemies.

Interesting to see cold dmg is the only elemental dmg affix with an affect. I knew it was slowing on contact with regular hits, but figured it wouldnt be the only affix to have that affect.
I guess the question still remains then, do the other affixes have an effect on critical hits? I believe a saw mod post a list of the different crit effects of the different elemental affixes, but now I'm thinking they dont have any affect at all with the exception of cold dmg?
