This is an interesting build. The single target damage of this build is amazing. Also, the amount of slows are really powerful. I actually skipped out on a signature spell in favor of ray of frost no AP. It's way better than any of the signature spells for this build.
Reasoning:
Drop down 2 blizzards and a slow time to make sure no one will be getting to you any time soon. While the blizzards are doing their damage, start to pick off mobs with ray of frost spam. If anyone gets close, stun them with Wave of Force.
Ray of frost will be doing 297% weapon damage and you can spam it as long as you want
Blizzard will do 337% over 6 seconds. Once you hit 60 I would probably change to unrelenting storm for more damage.
Another neat thing about this build is that you can pretty much start it around lvl 27/30.
that would suck if it works like that. I just fired up my wizard and it doesn't even require 20 AP to start casting the spell. It looks like it just uses up AP at 20AP a second. Based on this, I would assume that if the skill costs 0AP it would be 0AP/sec and effectively be free. If that isn't the case my build is crap
Yeah, I'm not sure how well it will do in Inferno mostly because 1) I don't know if there will be frost resist mobs (I know there won't be frost immune) and 2) teleport/fast/vortex would likely be a problem with only 1 defensive skill.
I've been trying to come up with a build that will level pretty quickly (can be used around lvl 30). Is anyone aware of a decent one out there? This is an attempt at one of them (although I wish it had more burst damage).

On beta it costs 12 AP/sec with the rune. With this rune and regen the effective cost would be near 0, of course you wouldn't regenerate AP....not that this is an issue with your build, because you its not a high AP spending build.
Grasping chill seems rather pointless to me though. Just keep throwing blizzard when the previous expires or the mobs walk out of it.

True on grasping chill. I mostly picked it so I could use this as I level up (if it's the level up build I decide to go with).
I would prefer the +damage rune for Blizzard but it's currently not unlocked until the upper 50s I would definitely make that change for inferno but I'm not sure it would hold up due to lack of defensive skills. I'm pretty sure certain affixes would slaughter it
I actually just made a thread with a build with the same goals as this topic's. Most of this build will be available by 30. The biggest difference will be that Comet will have to be swapped for Blizzard until Comet is unlocked at 48. Level 49 is the final level needed.
- Charm: CC one enemy
- Erosion: AOE damage buff
- Mass Control: AOE CC
- Powered Armor: 5% Armor Buff with an attached 30% slow to attackers

For Ranged there will be a 90% slow on attackers if I target them:
- 30% slow on being attacked (Enchantress)
- 60% slow on Ray of Frost
For Melee, there will be the possibility of complete immobilization from slows:
- 30% slow on being hit (Enchantress)
- 25% chance of Frost Nova on being hit + Chilled/Frozen on attacked (Ice Armor)
- 60% slow from Ray of Frost
- 30% slow from Comet
Chain Lightning with Prodigy will keep up AP, Ray of Frost will be for single target damage, and Comet will be for a quick Nuke. To a melee group, I will be able to dish out approximately 323% direct weapon damage + 107% weapon damage as damage over time + 50% damage over 3 seconds from Enchantress + damage from 2 Chain Lightnings in under 4 seconds to a group of targets that will be nearly totally immobilized. If one of the group dies and re-Frost Novas the group at 50% chance on death, the damage will almost double in under 7 seconds. Melee targets will be a near non factor with this build. Diamond Skin is thrown in to be able to be hit for all of the slow and effects but not suffer damage; this way you can all yourself in to be attacked to make keeping up with you impossible.

2. Ray of Frost runed for AP reduction is 12 or 13 AP a sec, not free.
1.) My fault, I didn't explain myself very well. What I meant by "drop 2 blizzards" was to drop one on top of the mob pack and one between me in the mob pack.
2.) I just realized this last night This would probably kill the build unless the amount of AP regen on gear is pretty high. Ray would still be effectively "free" but you wouldn't regen any (or much) AP while you cast it so you'll constantly be AP deprived and when monsters start lasting longer than the initial blizzards, you'll go splat.

With the good slowing effect of BLZ and ROF you can even swap WOF with the frost hydra for a higher damage output.
However your AoE damage per second would be low. And that "Cold Blood" rune: not reduced to 0 but to 12(in the beta patch 15), which mean the lack of signature skill may lead to an awkward situation of running around with no AP to cast any spell.
