All effective wizard builds have two things in common,
#1 Only uses ONE(1) Low Arcane Power cost spell (Signatures, Golden RoF, etc.)
#2 Uses at least ONE(1), but no more than THREE(3) Offensive Spells. Ideally you should use TWO(2).
Edit: There is the possibility that with good gear you turn a medium cost spell into an effectively low cost AP spell, thus satisfying the requirements of #1.

Who would've thought I will need at least ONE (1) offensive spell? I go and correct my builds.....
The rest makes sense, but I'm sure there are builds where FOUR (4) damage dealer spell makes sense as well, due to rune effects.

You kidding me? I see lots of people make builds that break these two simple rules all the time. Melee wizards especially love to break rule #2, as they think spectral blade will single-handedly beat inferno!!!

Don't forget that you have to split your time not only with the offensive skills, but also with your Low AP cost spell. That's 5 spells to choose from at any one time, and only one utility skill. You would absolutely never use a 4th or 5th Offensive spell enough to merit their consumption of a spell slot. Also note that you will acquire more dmg/survivability by replacing that 5th and 4th offensive spell with a utility spell.
However, I will say that I do not consider Wave of Force to be a true offensive spell.
It is obviously a utility spell, just like frost nova.

Archon has a very long cooldown, and also offers a good deal of defense.
If you want to argue that its misplaced, thats fine. Personally, I dont think Wave of Force is an Offensive skill for that matter. But even if you include Archon, thats still only 2 Offensive Spells in your build.

This is such a pointless thread. This is YOUR opinion on how to make Wizard builds. People can build however they feel like, and IMO having a FUN build is more important then having the absolutely most perfect build ever. Especially considering the whole "Every build is viable" stance Blizzard is aiming for.

There is a huge difference between viable, fun, and effective.
Even using the above two rules there are still millions upon millions of options.

The idea of this thread is good but unfortunately this "guide" is not detailed enough.
My suggestion:
Active Skills:
1 Signature spell
2 Offensive spells (not necessary but recommended: two different types of damage because of resistances (no immunities) according to blue posts)
1 Utility spell (whatever you like: Frost Nova, Teleport etc.)
1 Defensive Spell (an armor buff)
1 for your play style and build (probably another utility, defensive or offensive spell)
Passive Skills
1 Offensive skill (e.g. Glass Cannon, Conflagration)
1 Defensive skill (Unstable Anomaly, Galvanizing Ward etc.)
1 for your play style and build (probablby some kind of utility like Astral Presence or something else)
My current thoughts about playing a Wizard. Signature for AP regen, two offensive spells (one for Single-Target DPS with some AoE-Dps and Blizzard for pure AoE), Frost Nova vor additional crits (also see Blizzard rune) and some kind of CC, Energy Armor as my defensive spell and the Familiar as a second buff besides the armor. Passives should be self-explaining: Glass Cannon as offensive, Galvanizing Ward as defensive and Astral Presence as utility and to compensate the malus of Energy Armor.

Mystic the melee Wizard will be viable in Infernal. There are quite a few skills that will help the Wizard survive close combat situations.
The Wizard has quite a few Armor skills that can help with defense.
Spectral Blade has three attacks on each monster in the area of effect per cast. Granted Each hit is quite low but it can be effective with a good weapon.
Mirror Image can help with providing more cannon fodder for enemies to hit instead of you.
Frost Nova is quite useful for crowd control if needed.
I would likely go with a true melee attack for my HC female wizard and go more with a build that is designed to take hits (limited or no defense) and return that damage back to the attacker. How far she goes I do not know but I think she will be very fun. I am thinking of calling it the Medusa build

On Strike and supporting Fallout 4 Mod Makers
Some fallout 4 mod makers have had their mods stolen and uploaded and downloaded on Bethesda's site for the Xbox One.
Remove Teleport anfd Energy Armor from that build, Add explosive blast and ice armor you have a good build actually.
Also golden rune enchasnted weapon seens to be the best way to restore AP. Explosive Blast seens to be an uber way to convert your arcane pull in damage. You will be hacking and exploding everything around you. If enemies mob too much, frost nova then out or use mirror images.
I think a build can workout with only one Offensive Skill just fine, as long as your support spells increase your damage potential (like attacking mirror images).
90% of the players, maybe more aren't hard core... and they don't care about efficiency or number crunching. They want fun gameplay and flashy effects. The question is how well will blizzard balance the spells and how will they balance them. Let's talk Electrocute. In my opinion it is by far the most promising signature spell. So they have to either buff the others or nerf it so its just as bad as the other three. I hope they take approach one. On top of that I can't even imagine how they are going to balance all the rune effects. Most abilities have 1 or 2 very potent rune effects, and the others go from average to meh and sometimes I'm like "what were they thinking". Of course we don't have all the facts and can't completely understand how effective something will be but there are enough choices obviously inferior to others, determined by applying common sense. Anyway, I hope they will address this before the launch.

Signature spell for arcane power return(even runed it and got the passive to return more power x2)
Ray of frost as my main DPS for smaller mobs and it slows to keep them back.
Meteor for high bust damage against elites/bosses, I have the passive that allows my sig spells to make my meteors do 50% more damage too
Then frostnova/teleport to keep the large mobs away from me.
Last but not least, energy armor for 20% more defense and runed for 120% more resistances to survive inferno if I do get hit.
