Heck, I would consider some of those Rank4s downgrades. And by some, I mean everything except Lightning Hydra, which is only a 6% dmg increase, ROFL!!!
And this is Rank4 FFS, I would be scared what a Rank 1 would look like!!!
And what might be even scarier is the unattuned rune system picks your skill at random. So there exists a good probability to actually DOWNGRADE the skill you want to upgrade.

You are aware that Blizzard isn't retarded and that they know what they're doing right?
If the numbers for runed forms are less than un-runed there's a reason for it.
Whats that?
If I worked for Blizzard I could tell you that. Seeing as how Hydra isn't in the Beta we have no idea.
Alabaster for instance makes the attacks AoE instead of single target which is obviously going to result in a damage increase over the base form when fighting packs (which you always are in Diablo pretty much). Obsidian leaves a pool for an unknown amount of time which will obviously also out-damage the base form.

Well you can pray to the omnipotent Blizzard staff if you wish, but me, I have seen them screw up balance changes far too many times to count. So, please excuse me if I do not drop to my knees and worship with you.
They devs are still bound by the physical world, and therefore bound by math and logic. Granted we do not know all the information, we can form descent opinions based on what we do know.

This is very simple, so please stop trolling eachother.
Hydras fire many many times before they die, so their base damage % has to be fairly low to begin with in order for it's damage to not be absurd. If a hydra fires ten times, it can't deal 300% weapon damage like some other spells, that would be a total damage output of 3000%! Further, a lot of those with slightly reduced damage are AOE, so that number would be even more insanely high.
So in a short one-sentence summary: fires many times, most are AOE so they hit several targets, and it lasts for a while = damage value per attack can't be huge.
Normal Hydra- Single target fire damage, 35% weapon damage done
Arcane Hydra- AoE arcane balls that explode, 28% weapon damage done to each enemy
Frost Hydra- AoE frontal cold cone, slows, 32% weapon damage done to each enemy
Brimstone Hydra- AoE fire wall, 18% weapon damage a second to each enemy
Lightning Hydra- Single target lightning damage, 41% weapon damage done
Poison Hydra- AoE poison pool, 23% weapon damage a second to each enemy
As you can see, 4 of 6 are AoE. 2 of the AoE keep creating stationary damage areas, covering lots of area. The other 2 shoot projectile AoE. THe last 2 are single target, one being an upgrade of the other. I see nothing wrong here.

Basic math, people.
This is not WoW mr. panda.
DoTs in D3 have to be much more powerful, as they see far little use, and often expire far before the set time.
Basic logic >> oversimplified math
And that has NOTHING to do with the terrible rune choices either...ya know the topic.

1-6% is hardly an upgrade...its not even worth the effort of putting an expensive rune in.

What I said WAS basic logic. I like the WoW reference though, great attempted troll.
We're not talking about DOTs, we're talking about AOE. Some of those AOE spells also have DOT effects, but the AOE is what is important.
You didn't read my post, or you didn't understand it, but I'll try to summarize it in even simpler terms regardless: 6% is a big bump for a multi-hitting spell. Hydras fire a LOT. Again, if we're talking ten hits, that's 350% damage bumped up to 410% damage, which is perfectly reasonable.
It occurred to me you might be trying to say that the timeframe for the damage is what's hurting it--DOT being the wrong term for that. DOTs hit single targets with damage over time. The hydra can fire at any target (of which there will be lots) and switch between them, so the timeframe isn't hurting it at all. Every time an enemy dies another is targeted.

you do know that you cannot dodge shocks? it is auto hit so basically you get a small increased in damage but the key is that the attack that cannot be dodged, similar to storm armor. hence, i see a lot of reason why it is worth the effort of putting an rune in.
basic logic > oversimplified math > basic research. do your research.
Fire/Lightning Hydra has 3 heads, each attack at the same speed as you. With an attack rate that fast, why would you even care about AoE? Especially when the AoE attacks are drastically limited in effective range, and/or do half the normal dmg on single target.
