To figure out which is superior, you have to solve this problem in 2 parts...Under 50% crit, and above 50% crit.
Equations under 50% crit from gear,
Frozen Solid Dmg = 375*(1.5+x)*((50+c)/100)+375*(1-(50+c)/100)
Stark Winter Dmg = 675*(1.5+x)*(c/100)+675*(1-c/100)
C = Crit% (25% crit = 25)
X = +% Dmg (+100% Crit Dmg = 1)
Set equal and solve,
X= (-275-2 c)/(2 (-125+2 c))
C<=50%
Solutions
C=0 X=1.1
C=10 X=1.405
C=20 X= 1.853
C=30 X= 2.577
C=40 X= 3.944
C=50 X= 7.5 So what does this mean?
At sub 50% crit, you need anywhere from +110%Crit Dmg to +750%Crit Dmg in order for Frozen Solid to equal to Stark Winter. If you can get more than +750%Crit Dmg, Frozen Solid will always be superior to Stark Winter while under 50% critical hit chance.
Equations above 50% crit from gear,
Frozen Solid Dmg = 375*(1.5+x)
Stark Winter Dmg = 675*(1.5+x)*(c/100)+675*(1-c/100)
Set equal and solve,
X= -(3 (100+3 c))/(2 (-500+9 c))
C>= 50%
Solutions
C=50 X=7.5
C=55 X= 79.5
So what does this mean?
When critical hit chance is 50%, you need +750% Crit Dmg for Stark Winter to be equal to Frozen Solid.
- If you gain +%Crit Dmg & %Crit Chance remains the same , Frozen Solid becomes superior.
- If you gain +%Critically Hit & +%Crit Dmg remains the same, then Stark Winter becomes superior.
The closer you get to 55.5% crit, the required amount of +%dmg increases exponentially, and eventually to impossible levels. Once at 55.5% crit, Stark Winter is always superior to Frozen Solid.

One is never hurt by being given additional choices, only by taking them away. A QUADRILLION MAGIC FIND is worthless if you can't kill shit!
Shocking aspect says it triggers on cast.
That could be once per cast, or maybe once per mob per cast, or maybe/not likely even multiple times per mob.
