The point of this build will be to keep your distance from the enemies, kiting and gathering them so that copious amounts of Arcane Mines can obliterate them.
Actives Bread and Butter Arcane Torrent:
Cost: 20 Arcane Power per second.
Completely changed: Obsidian Rune - Arcane Mines
Instead of firing projectiles, lay Arcane mines that arm after 1 second. These mines explode when an enemy approaches
dealing 114 - 142 damage. Enemies caught in the explosion have their movement and attack speeds reduced by 30% for 3 seconds. Essentially you are going to use Arcane Mines to kite you enemies around the map while laying mines pretty much everywhere.
Arcane Power Regen Storm Armor:
Cost: 25 Arcane Power.
Bathe yourself in electrical energy, shocking ranged and melee attackers for 1-61 lightning damage. Last for 120 seconds. Golden Rune - Power Source
Reduce the cost of all abilities by 7 Arcane Power while Storm Armor is active. Both AP reduction, and damage return on those pesky ranged mobs and any melee enemies that get into range.
Electrocute:
Lightning arcs from your fingertips towards and enemy dealing 1-59 lightning damage. The lightning can jump, hitting up to 2 enemies. Damage is reduced by 30% for each jump. Golden Rune - Power Surge
Gain 7 Arcane Power for every target hit by Electrocute. 21 AP per cast in groups, or switch to Gold Magic Missile/Shock Pulse on solo boss fights.
Defense Mirror Images:
Cooldown: 25 Seconds.
Summon 2 illusionary duplicates of yourself that last for 15 seconds and have 25% of your life. The images may cast some of the same spells as you, but those spells deal no damage. Alabaster Rune - Mocking Demise
When an image is destroyed it explodes, doing 78 - 142 physical damage and has 50% chance to stun enemies it hits for 5 seconds. This is the wizards only method of stunning enemies. Images combined with stun will provide a good escape option.
Teleport:
Cost: 15 Arcane Power.
Cooldown: 16 Seconds.
Teleport through the ether to the selected location up to 35 yards away. Golden Rune - Rebound
Casting Teleport again within 8 seconds will instantly bring you back to your original location. This is both defensive, as well as offensive when you use it to gather enemies in a central location where you will leave your mines.
Arcane Orb:
Cost: 35 Arcane Power.
Completely changed: Obsidian Rune - Arcane Orbit
Create 4 Arcane Orbs that orbit you, exploding for 162 - 222 Arcane damage when enemies get close. This is defensive in the way that you want enemies to die on them when they try to get in melee range to hit you. Otherwise you will continue to kite them.
Passives Illusionist
Whenever you suffer more than 15% of your Life in a single hit the cooldown on your Mirror Image and Teleport Abilities is automatically reset. More teleporting and more stunning. What more can you ask for?
Evocation
Reduces all cooldowns by 20%. Same as above.
Astral Presence
Increases your maximum Arcane Power by 20 and Arcane Power regeneration by 2 per second. More mines, yay!
It will be interesting to see how many mines you can put down at once, and how long they last without being triggered. Has some potential to be really fun!

Yeah I am assuming that it is pretty much channeling 1 Mine per second, similar to the Arcane Torrent.
If the mines stay for at least 10 seconds I can see this being loads of fun in PvP.
Also, I am curious to see whether the mirror images will lay mirror image mines.
I'd take out illusionist and replace it with the Familiar with AP regen. You already have two escape skills, do you really need a passive that makes those two slightly better? With any kind of kiting build you have to be careful, but I think you're giving up too much power for purposes of a little more dodge.
Of course, since we can't play any of these builds, all opinions are pretty much speculation, so build away!
I wouldn't take out illusionist I would throw it in the trash. With diamond skin and storm armor you shouldn't need teleport or images. Crimson rune in Arcane Torrent would do more damage than the mines if you just hold the button down and if your in a battle where you spend most time running your probably going to die anyway unless your farming monsters that are far lower than you. Arcane Orb could be fun, but I think Disintegrate with Intensify would own it, it uses less ap will hit everything in front of you and with storm armor and Astral Presence with normal mana regen it should be ap neutral if not +1 to ap.
Slow Time with Miasma and cool down works longer and better than Temporal Flux skill so I would throw it in the trash too. With evocation and Miasma you can keep someone/something in a slow time bubble forever.
If you like playing around with them I'm sure arcane mines would be fun.

I didn't say I knew best, just that the damage is lower. If you want to kite then more power to you, but if the monsters are higher level than me in inferno, I think I'm just going to want to kill them as quickly as possible and stay alive.

If you just want to kill them quickly, then your comments have no relevance in a build thread.
While one aspect to build discussion is about finding ways to kill things faster, that isn't necessarily the point of many builds. It is all about finding new, unique, and possibly fun ways to kill things.
Also, figuring out combinations of skills that allow players to play in a fashion that has not yet been discussed. EG laying mines all over a room while teleporting back and forth as the mobs kill themselves in the field.
Just because you personally do not want to use any number of skills available to the wizard does not make them trash. But maybe it means you need to open your mind more and get a little creative.

Yeah, this build itself isn't really designed for maximum efficiency and depends on some mine mechanics that we don't have a clue on yet. Anyway, it seemed like an interesting way to harass mobs and piss other players off.
This is a very interesting build, however I do have several concerns, mostly with regards to how long the mines last until they disappear. But that aside, I'm concerned that its your only true attack skill and a very passive one.
One change you really should make is to switch out Illusionist or Evocation to "Temporal Flux". I think slowing mobs that step on the minds will be very helpful for your build.
Also unless you're really stuck on Electrocute, I would switch it to Magic Missile. If your main concern is to use it as AP Regen, a golden rune on this will regen 14 AP instead of only 7 for Electrocute. Plus, this is arcane and would also benefit from the Temporal Flux passive.
If you switch to MM, then you really don't need Storm Armor because your only AP draining skill is Arcane Torrent, Arcane Orb would be defensive and should last till used. Switch it out for a Frost Nova wiht a 5 sec cooldown and you now have a good get out of jail free card that freezes mobs, allows you get get away and lay down more mines.

Your calculations on Electrocute are off. It regens 7 AP PER target hit and can hit up to 3 targets. So it's AP regen is 7 - 21. MM provides a more stable regen of 14, but Electrocute is better assuming at least 3 mobs. In general you're always going to be fighting at least 3 enemies, meaning you want Electrocute over MM, for bosses the opposite is true.
This build sounds like really fun in PvP. Lay a bunch of mines in one place and wait for someone to walk over them. Reminds me of techies in dota.
Yeah, using it to harass in pvp was in my mind when I made it. You wouldn't necessarily go solo with this, but it could be pretty devastating in conjunction with 2-3 teammates. Would probably swap out Arcane Orb if I were going pvp though. Diamond Skin or Frost Nova perhaps.
