It lasts 30sec... but has a 15sec cooldown, which makes you think that you'd be able to keep it at +1300 intellect if you used it every 15sec. And then I guess the 60sec rune would be amazing because you could keep it at +2600 intellect. Which makes me think it doesn't stack x_x
That would make the 60sec rune pretty terrible in my opinion.
Dont forget you have to be near enemies to use it and sometimes you dont want to be near them, you know? So having a bigger window of opportunity is helpful.

Because it doesn't....that was pretty obvious from the start.
Ohh I havent even tested it yet and I am still 99.9999999999999999999999% sure it doesnt stack.
It also requires one cycle of your global cool down (cast rate), and requires you to be close to 5 different monsters at once....
Soul Harvest also has these things called runes.....I hear they are pretty important.

I was more so asking for people who are in the beta since it's now available at level 9 just to check it out, but yeah I agree it's pretty much guaranteed that it doesn't stack.
It seems to fall in line with a lot of the other buffs that have arbitrary lengths compared to cooldowns which I've noticed, specifically with the Barbarian.

I'd like to slightly modify the above suggestion of skill order.
Get your pets in, get right in behind them and drop a soul harvest before eels (runed grasp) and dropping back for longer range damage. Personally I prefer the triple shot poison arrows or firebats for big enemies, but whatever floats your boat.

Yeah, my ideal build is more or less like that and also includes locus swarm and big bad voodoo
Taking into account the stat budgets on normal/nightmare transition gear, while harvest is good, it's hardly game-breaking like people are inferring. I've seen 60 stat crafted rares (which have been said are going to be weaker than found rares) for lvl 29, you have to realize you're not going to be multiplying your int base by 4 or 5 times anymore. Making educated guesses about endgame gear and stats, if you're in good or excellent gear, you'd honestly be lucky to double your pool.
This is definitely one of those early bloomer classes because of this skill, but seriously, who balances their games for leveling?
Summary, tl;dr version. It sorta counter-scales with gear, meaning, the better your stats are, the less benefit it's providing at the cost of a skill slot, which is a very real price you're paying for each skill in this game.
Horribly unbalanced is going way too far. At the most I'd say witch doctors may be less gear dependant than other classes in the early game, because you have this skill to boost your primary stat.
I enjoy leveling as well, but with that said, some classes in ALL RPG games level better than others. Just a fact of the landscape.
I think people forget about the awesome runes this spell has.
I personally will be going with "Siphon" so for me its a heal that also buffs my damage. Sounds good to me even if it does end up being an average buff to damage.
