Currently, I can do act 3 with little issue, but I'm looking to increase my dps without tanking my survivability. I know I need a new helm, but instead of dumping millions on a rare, I wonder if an Inna's would be better - however I'm going to lose a lot of resistances there. I thought about adding Inna's legs as well for the move speed, crit, and 2pc for more dex, but again, my current legs are loaded with survivability stats.
Just based on my own upgrade tactics - You should dump your first BIG amount of gold on a "end game" weapon with Life Steal.
When I got over 100Mil gold for the first time I sat in front of the AH just refreshing over and over for 1 handed weapons With a Socket, with over 1000dps (use average damage filter) and 3% Life Steal. Eventualy, after about 3 hours of refreshing I found my current weapon for what I considered a steal (20 mil). It has 3% Life Steal, 1120 Dps, 524 LoH and 100 Vit.
To me, starting your BIG upgrades out with Life Steal weapon is important, because as you upgrade everything else, your Life Steal gets more and more powerfull. I'm up to 68k damage now (when duel wielding) and the healing is MASSIVE. (like 3-7k per hit)
After you get a good Life Steal weapon, I would go for 2 piece Inna's (Either helm/pants for max damage increase or helm/chest for survivability) follwed by 2 piece Natalya's (Boots and Ring). Inna's gives 130 dex for 2 piece and Nataylas gives 7% Crit Chance.
You should be able to find each piece (4 pieces) for 50 mil each (for good ones, you can find them for like 20 mil each if they are trash) if your willing to spend the time refreshing the AH.
Oh, and I echo Jtveclipse12 and say, go for max damage - this could change when we see how they scale the /players feature in 1.05 and the Uber boss - we may need to go back to gearing for survivability, but for now.. as long as you have over 500 resists, damage is king.
THe good thing is, even if you use up Helm / Chest or Legs / Boots and a Ring on those four set pieces - you could still use Shoulders Chest/Legs and Belt for big "tough" stat pieces. Like high Vit High Double resists and %Life, if you just really want to have alot of health / Survivability.
But ya, for now, in the current state of the game, damage is where its at!
More often than not, those big healing numbers are from healing globe that you picked up instead of LS.
For the OP, you can consider shopping for a 800+ dps weapon with the following search filter: "crit damage = 50", "dex = 100", "life steal = 2.5", has sockets
Use a DPS calculator, and find something with at least 5k DPS upgrade that is within your budget
I think you are on the right track in selecting gear, however there are many upgrades that can be made in the quality.
Helm - upgrade to atleast 3.5 crit chance and atleast 75 dex
Boots - If you don't have movespeed no reason not to be over 200 dex
Gloves - Upgrade crit chance to 7.5 or better
If I were you I'd use about 6m on the above, then look into weapon upgrade.
Try for like someone said above to get a Echoing Fury for around 8-10 mil
Save the remaining 10mil for your first BIG upgrade in the Inna's set

The more damage you get the less resist you need. I ran 550 resist with 55k dmg a few weeks ago, with little problems.

May be there is other life leeching elements on the second weapon as he is DW.
