Ball lightning does 77.5% weapon damage and can/does hit the target twice for the full tooltip amount. It's strength is its rather large AOE range and lack of needing to aim accurately.
If you shoot BL in the direction you are kiting instead of at them, the mobs will take almost the entire duration full of ticks. It's the equivalent of a rain storm following overhead as you drive on the road. It also wrecks the shit out of champ packs.

What I miss about (not using) NT, and what BL also offer is that you can shoot like 10x of those before actually aggroing the elite/champion pack. The same with bosses. Not sure how many you can get off now with the IAS nerf, but man, those were the good ole days.

To clarify, it hits half the tooltip amount each hit, for a maximum of two hits (or the full tooltip amount). On Fast affix elites it often only hits once. Another strength is a slow projectile speed coupled with fast attack speed means you can land several 100% crit projectiles in the 1s sharpshooter window.
The ball of lightening is best for giant packs that are close together like in places such as the underbridge and the barracks. I typically use ball of lightening, grenades (sometimes hungering arrow) and cluster bombs.
Ball lightning also moves through targets and cant be "blocked" by them, which makes it invaluable for things like shielding elites. Taking out the champion with invulnerable minions becomes a cake walk.
