I was under the impression that unless your build is all about cooldown, then rcr and area damage are the best options for shoulders (eg in an Unhallowed Essence build) but I have read comments by people that seems to suggest area damage is not desirable because it is not being increased by any of your damaage multipliers.
In my case I run Wolf and Vengence Seethe on my fire build (Diamond in helm) and it is not at all clear to me whether I'd be better off with cooldown or area damage on shoulders. Naturally enough rcr is my top priority so realistically shoulders is the only place I can get it in addition to helm.
The devs have mentioned that area damage should be a more desirable stat and they want to address it in the future. Right now, CDR has way too much value.
i spent so long rolling the already rolled cooldown to +20% area damage and now I'm going to have to reroll it back to what i had rolled it to originally lol. The shoulders are good though, ancient with high dex and resist all, and 8%rcr. I do wish defensive stats actually meant something when pushing high grifts, but that is a whole other topic..

They do mean something, you just choose to ignore them in favor of more damage.

Respectfully, if I chose to reroll to Vit instead of cooldown it would not make any difference at all when pushing high grifts. Whether it is a slow arrow, pool of poison, thunderbolt, the added vit will not have any meaningful impact on my survivability. Glass cannon is the only option when pushing. offense is your only realistic choice for defense. I don't like it, but it is just the way the game works.
ps. to clarify, I am speaking specifically about the DH class (which is all I really play). Also, my own annectdotal experience is that defence (like more vit and all resist) does make a difference when running grifts a few levels below my ceiling, eg low 50's. At those levels, I die less, but still am able to maintain enough damage output to clear the rift in such a way that the defensive stats may actully be better than going glass cannon. Sadly, it is only in this narrow window where the stats impact the game in a positive way. After that, increasing dps is the only viable option -along with alot of fishing for the perfect grift that will not have you constantly dying (especially solo without a zdps). It is pretty tiresome to be honest and I'm not a great fan of this meta. I hope things change in 2.3.
