Actually, Demon Hunter's damage is ressource gated, so the attack speed part of the witching hour only gives you more upfront burst, but not really much more dps. Also the Saffron Wrap has the ressource cost reduction which makes you able to shoot 8.7% more cluster arrows with your hatred.
So in total, I assume that the sustained dps will be quite the same with both the belts. Witching hour has more upfront burst and saffron wrap more survivability.
with RCR on belt, I'm able to swap to CDR on weapon.
AS is pretty useless now with 2H crosbow setup.
only 50CHD, which could be obtainable by shifting stats on rings or smt.
Not mentioning the huge toughness gain and extra dex.
this is what I did in a similar situation;
Yeah, it's 10% damage, but some of that is wasted on the attack speed. And the 20% toughness is very noticeable. It's the difference between me getting one shot by Jailer on GR42 and surviving.
I feel that Andreasels is on point. Let's say that the WH makes my CAs do around 8% more damage (napkin math), the Wraps let me shot around 8% more CAs, so the throughput comparison is a wash. So the real difference is coming from the huge survivability boost from the Saffron Wraps.
It is really hard to say what is best comparing just 2 items. Looking at your profile does help a bit, as we can get a feeling about your stats (adding cost reduction when you have a lot is not worth, as it multiplies, getting more toughness might not be worth, since at some point you get oneshotted anyway and will be lacking damage to clear if you add survivability, ...).
So while we can do some math (as done in posts before me, both will probably be about the same damage over a longer time, as you can use your spender longer with cost reduction), you have to take other things into account:
- As long as you can keep up resources, more dps is better damage (given you survive). Health globes help a lot, and faster killing is more globes, so might make up for the cost reduction.
- Can you survive? Whatever your dps is, if you can't stay up, it's 0.
- If you can survive, can your dps clear your level? If not, you can drop survivability and just hope for the best with kiting (and fishing for grifts without jailer)
- Maybe most important: do you run solo or groups? With a support WD, nothing should ever hit you, and with the new builds they should provide your resources.
So, while theory would say both are equal damage, so go for saffron for added toughness, just try both of them and see what feels best.

Just got the WH yesterday, but I'm not sold that's it's better then the Wraps. The WH is really sexy though.
