I immediately thought, roll IAS to % damage and gg...until, I remembered I have 9% CDR on my BoP getting me to 58% total CDR. I really don't have a choice and IAS needs to go CDR, right?
Sorry, I guess I should have been specific. Thanks for taking the time to respond. I run Condemn, but like to have a Stampede alt set. Most of the pieces are interchangeable, other than +condemn or + stampede in a few spots.
Also, I answered my own question. I've been desperately trying to get a natural socket Unity or RoRG anyways. That would let me put CDR on each with enchant. Then, I wouldn't need CDR on weapon. If I roll CDR now but get the rings, I can re-roll the CDR to % damage and gg. Didn't think it through because it won't ruin the weapon either way.
Yeah, i think its safe option to roll CDR now and change it to 10% dmg later when you find desired ring, if you can afford additional rolls
Its a matter of preference if you want to have so high values of CDR. I run Stampede with only 51%, which might be a bit too little, but i got used to such playstyle with ~1-2 sec downtime on Akarat's Champion. Note that Stampede is much "safer" build than Condemn, because of major CC you are applying to your opponents, and also being not tied into melee range all the time. If you are using Long Arm of the Law passive, wrath consumption shouldnt be problem at all even with short moments of not being in AC, and you can use Iron Skin to make up for the mitigation loss during these periods.
After all, if you have 58% CDR now, losing 9% from BOP would still leave you with something like ~54% i think. It would be pretty much enough for me.
So overall, i'd just roll 10% dmg and see how it goes.
