Barricade will give you more damage for sure but its not important as its not crusader shield and it cant roll cdr. While hellskull always does. I would say if you are at 56% cdr go for 20/10 barricade.
And if in 2.1 heavenly strength will make your damage 80% and hs will increase it to 90% (im not sure if it will work this way) then its 12,5% increase so even bit better.

Getting the 20% holy damage to be more than an 11% DPS boost is easy since holy bonuses don't stack too much higher than 180% on other pieces (do they even reach 180% right now?). Which means as long as you have the CDR for permanent Akkan's then the Barricade is the superior choice for DPS output. So that leaves how much 10% damage is worth which is heavily dependent on how damage multipliers are being scaled.
Note that Hellskull won't roll guaranteed CDR anymore in 2.1, so might not a bad idea to gamble some shields if you don't have a decent Hellskull yet.

There are definitely instances where you might not need additional CDR (for example in 2.1 as you can get more CDR from other sources), therefore Hallowed is an optionif you don't need the CDR.
Agreed that Hellskull is stronger, say you have 20% Holy damage on SOJ/Reapers/Amulet you are at 160% holy damage. If you add 20% from Hallowed you are at 180% holy damage. Comparing that to 10% from Hellskull which is 176% holy damage. Practically the same, and as mentioned you can benefit from CDR, %HF damage which can easily surpass Hallowed.
Also, you gain 1 extra primary using Hellskull over Hallowed, as Hellskull 10% damage is a secondary and the 20% holy damage from Hallowed is a primary.
Hallowed only gives 20% holy, which is additive to other sources of holy.
Hellskull gives 15% skill damage, 10% all damage (multiplicative with other sources), AND cooldown reduction.
Only reason to go for Hallowed is either a) you have enough DPS otherwise and don't need the CDR or you're going for a 1h build where you can use crafted weapon as well for 15% AS bonus.
