I finally managed to get gyrfalcon's foote to compliment my jekangbord but im not entirely sure if its worth using over my maximus even without fire damage on the rest of my gear. If it's not glitched, the biggest possible damage increase probably comes from Focus and Restraint, giving you a permanent +50% damage to Blessed Shield. Failing that:
You can get quite a bit of damage by using a shield with high block %. The ideal mods for a blessed shield build are probably strength, crit, block %, and blessed shield damage. Get fire damage on every gear slot possible, CIndercoat is still worth it despite the legendary property being moot. Stack as much attack speed as possible, because you're in no way penalized by fast attacks.

Helm: Crit Andy's or Blessed Shield Andy's with strength
Amulet: Fire damage, strength, crit, crit damage
Gloves: Magefist with as many damage stats as possible
Bracers: If you're not using a set item, Go for Lacuni Prowlers with IAS, crit, fire damage, and strength
Belt: Witching Hour
Chest: Cindercoat with 3x socket, strength
Pants: 2 sockets, strength
Boots: Blessed shield damage, strength (move speed not really that good, would rather roll resist all and vitality)
Rings: Fire SoJ, other good ring with damage stats (such as Royal Grandeur)
Shoulders: Just make sure you get Strength - area damage may help too, but not necessary
Weapon: Foote
Shield: 31% block, crit, +blessed shield damage, strength
You can use set items + Ring of Royal Grandeur to get a lot of survival stats or a 15% elite damage bonus from Aughild's set (+~20% reduced damage from elites).
My friend plays/played a fire crusader with Gryfalcon's Foote and used Blessed Shield - Combust, Iron Skin (Flash or 7 sec duration), Laws of Valor (Critical or Answered Prayer), Consecration (Shattered Ground), Akarat's Champion (Firestarter - it works with Foote, oddly), and Shield Glare (20% Increased damage to enemies).,
For passives, Hold the your Ground gives both blessed shield damage and toughness. Divine Fortress provides a lot of toughness. Towering Shield gives both defensive and offense, but may be too difficult to keep stacked. Wrathful does not worth with Gryfalcon's Foote. Finery can add 350 strength if you're lacking gear. Long Arm of the Law may be worthwhile with Critical Law of Valor, but probably not necessary if you use Answered Prayer. Renewal can work well at lower difficulties to shrug off most damage.

Since Blessed Shield no longer spends resource it no longer benefits from the set bonus.
