Some of the abilities we have use our shield's block chance as an added dmg, ie) shield bash, etc,
but to what extent of buffs and modifiers does the game count as "shield's"?
Obviously I would assume any +block chance stat on a shield would count towards that tally,
but what about one found on our helm, ie) Helm of Rule?
What about any passives or active skills that modify the block chance? ie) Hold Your Ground? or Punish
In short, which of the following would be true in calculating the additional dmg bonus portion of the Shield Bash or Blessed Shield?
1) Only your shield's base block chance
2) Base block chance plus +block stat on your shield
3) Base block chance plus any +block on any of your gear
4) Base block chance plus any +block on any of your gear plus any passive or active skills that grant +block chance
#4... Can be tested with passives and active skills very easily. Iron skin with block rune, punish, 15% block passive, block on helm all add to character sheet block% which is what the skills actually use.
If it says shield block chance I'm pretty sure that it's using the block chance on the shield and not taking into account other things that may be buffing your block chance. Take the passive divine fortress. It has the exact same wording, but if you do anything that increases your block chance such as equipping a justice lantern your armor will be unchanged (barring potential armor rolls on gear).
The Blessed Shield tool tip is misleading and I have also tested this with Hold your Ground and other block passives and it does indeed increase the damage.
One thing to note on the character sheet is that it mentions Shield Block Chance caps at 75%, not sure if you will see DPS benefits above that. Check out my InfernoShield Ranged Crusader build for some insights on Blessed Shield.
I'm very surprised that we, as a community, are almost completely in the dark with regards to an answer to this question which, needless to say, is fundamentally crucial in choosing/building/enchanting our skills and gears, especially since not an insignificant amount of jump in value to this additional damage portion is inbound with the upcoming patch.
Perhaps I will ask around in the official forum, try and get the Blue to clarify this for everyone.
Skills that do damage based on your block chance look at your total block chance, not your shield's block chance. The passive that increases your armor by your shield block chance uses only your shield's block chance: note the possessive. Divine Fortress won't increase your armor if you use Punish to get 15% more block or Hold Your Ground for 15%. It will increase if you add 10% block affix to your shield.

Treat them as 2 different stats and the rest seems pretty straight forward.
