Overview:
I've been struggling to find a crusader build that was fun and survivable while also not feeling like the group is carrying me. The "Divine Bombardment" build has been very effective and fun to play. More importantly when I bring the thunder it's very apparent and groups have even commented on the sheer speed at which mobs die when the flood gates open.
Build | profile:
Left click: Slash / Crush (this is a hard hitting cleave, very fun.)
Right click: Blessed Shield / Combust ( fun to spam, helps when chasing mobs, very effective when the mobs cluster.)
1: Shield Glare / Divine Verdict (I use this on CD, it helps with incoming damage and increases outgoing damage... Win/win...)
2: Condem / Unleashed (Explosion I trigger after using shield glare or on nice clusters of white mobs, the instant release helps to not waste it on one mob.)
3: Bombardment / Impactful Bombardment (This is our hardest hitting spell, and it hits verrrrry hard. This will clear rooms or severely dent elites.)
4: Akarat's Champion / Rally ( Used in large piles and elites this skill can quickly reset the build CDs and unleash the Divine Bombardment.)
Passives:
Heavenly Strength (you know why...)
Hold your Ground (nice little defensive passive...)
Vigilant (another nice little defensive passive...)
Finery or Righteousness (I keep going back and forth, I feel Righteousness may be the best for more situations with low gem count.)
Rotation:
White Mobs: slash / shield until dead (use shield glare and condem where it makes sense..)
Elites: Glare/Condem/Bomb/Akarat followed by slash/shield while CDs reset. (Try to time it so Bombardment lands after you fire off Akarat..)
Gear:
Anything + fire and/or Bombardment damage
Legs: Maximus/Hellskull are nice, but not required assuming you get your gear yellows to roll +fire or Bombardment.

Burning Wrath : Scorched ground now deals 150% weapon damage (up from 95%).
Shield BashThe datamined values for base shield bash where pulling up the same as the new pound rune, so they have been removed for now. There is a good chance the base ability was buffed.
Crumble : Now deals 660% weapon damage (up from 550%).
Shattered Shield : Now deals 380% weapon damage (up from 325%) plus 335% of your shield's block chance (up from 300%).
Pound : Now deals 740% weapon damage (up from 550%) plus 500% of shield's block chance (up from 150%).
Steed Charge Cooldown is now 16 seconds (down from 25). Now lasts for 1.5 seconds (down from 2).
Ramming Speed : Now deals 515% weapon damage (up from 475).
Endurance : Now increase duration to 2 seconds (down from 3)

Staggering Shield : Now has a 35% chance to stun (up from 25%).
- Combust : Now deals 270% weapon damage (up from 105%).
Fires of Heaven : Now deals 735% weapon damage (down from 950%).
Bowmen : Now deals 160% weapon damage (up from 85%).
- Shield Charge : Now deals 180% weapon damage (up from 75%).
- Stampede : Now deals 380% weapon damage (up from 295%). Now has a 30% chance to stun (up from 25%).
- Bodyguard : Now deals 285% weapon damage (up from 200%).
Fissure : Now deals 400% weapon damage (up from 80%).
- Divine Well : Now has an 18 yard distance (up from 12). Now deals 80% weapon damage (up from 14%)
