You will most likely need a lot of crit to make this build work as you don't have a fury generator without a cooldown.
The cost for Battle Rage is covered with War Cry, Battle Rage to get the extra 15 Fury per crit. Animosity and Unforgiving to support the rage generation.
You would have to focus on Crit to get the extra fury. I hope it is possible to get to around 50% crit (not sure if that will be possible later on). On successful crits we get an extra 15 fury per Ground Stomp or Ancient Spear (I doubt it would work with Weapon Throw) and Weapon Throw would give us 4 fury instead of costing 10.
The fury generation over 60 second would be:
Ground Stomp
(5x30 + 2.5x15) x 1.1 = 206.25
Ancient Spear
(6x15 + 3x15) x 1.1 = 148.5
War Cry
2x30x1.1 - 40 = 26
Unforgiving
30x1x1.1 = 33
------------------------------------
= 413.75
I'm not sure how many abilities you can use per minute as it depends on the animation (Seismic Slam / Ancient Spear should take longer to finish than War Cry or Weapon Throw), but I guess it will be at around one ability per second as average.
47 seconds to spend 413.75 fury, that means you could roughly use:
9x Seismic Slam
38x Weapon Throw
You won't use an ability every second though.. and not using any abilities works in your advantage due to unforgiving.
Looks like it could be a viable ranged Barb build which makes it a little bit more complex as you need to keep 4 Abilities on Cooldown (Ground Stomp / Ancient Spear / War Cry / Unforgiving) and handle your fury spenders (I guess Weapon Throw as standard attack and Seismic Slam to dump fury quickly once you are at 90+ fury) while positioning yourself properly so that you don't get cornered.
