I noticed that the barb has a few skills that pull enemies closer to him so I decided to make a build based around pulling as many enemies closer to him and then using earthquake for damage.

My place really was here. I was too foolish and stubborn to notice. But, what I truly hoped for then was here. Why do I always realize it When I've already lost it.
ROFL? you chose not to add the ONE skill that is more like scorpion Ancient Spear?? Build looks okay but how are you supposed to be Scorpion w/o Ancient Spear??
I knew I was forgetting something. But I don't know if I even want it considering the fact that I'll be surrounded by enemies when I jump in with leap attack. I don't know if the spear can go through enemies, but it seems kinda pointless.

Scorpion (from Mortal Kombat) could be defined by him throwing a spear, thus you would have a valid point. But, he could also be defined by the fact that the purpose of his spear was to drag his enemies closer, which is what the original poster had in mind with the dragging-enemies-closer-spells. Besides, somehow i don't think Anchient Spear is very good against huge mobs (unless it can be runed to be).
I think that would make for some interesting game-play. Pulling insane amount of mobs into you and trying to massacre them all at the same time somehow. Cleaving attack (splash) would be a must for that i think =D
I think there will be an issue in that you only have 1 damage dealing ability in Cleave. Earthquake is a 120 second CD, and Leap Attack and Ground Stomp do 40% and 30% weapon damage respectively. So you will rely on spamming cleave, which will pull all enemies around closer every time you hit it, making the Leap Attack and Ground Stop runes redundant. Needs Whirlwind or Hammer. Replace Ground Stomp with Hammer with Alabaster rune for stun if you need it. Now you have something to spend fury on.

Exact points I was going to make.
I was looking at utilizing the mechanic on Cleave for a Tank build, but I'm not sure how much I like it...
Hmm, I'd really like to keep the leap attack as an opening since it draws enemies in from 45 yards away (which I'm assuming is the radius). And Golden runed earthquake has a 50 second cooldown. However, I did change the Ground stomp ability to Crimson runed whirlwind for more damage and fury spending. There are still a couple factors I'm uncertain on however though. Such as, whether or not whirlwind actually generates fury with the damage that it does or not.

Main change is you get more damage with more survivability (and fury production) with each build, and sliiightly less "get over here". Honestly I think it was a *little* overkill.

None of your abilities are runed.

For your playstyle, I found wrath of the berserker to be quite pointless. Also, weapons master is inferior compared to some other passives if you're going to be surrounded.
Scorpion alos shoots fire from his mouth. Quick, get Whirlwind with Crimson Rune (solves the damage issues and synergizes well with your "pulling people closer" theme).

But you do seem to have a fury generating problem. Maybe cleave should have a golden rune instead.
I'm not a huge fan of ignore pain, it seems very situational, however I forgot about the Bane of Bul-Kathos, that would be really awesome. I replaced ignore pain with golden runed ground stomp in order to generate enough fury for earthquake every 20 seconds and more.

I did add that in my revised build for more damage.

Just so I can stay on topic, in your topic, and relate to the OP.. I'll put some similar builds up, that may make a little more sense.

Maybe this would be more useful
