Broad Sweep(Cleave)
Of all the spamable fury builders (frenzy excluded) for AOE it'll deal the most damage atleast 130% WD to everything. Also, in single target damage, it has the highest WD%(260%) in fury builders. I can think of several senarios where bash is better but overall I think and feel Cleave will be the best in most situations.
Manic (Frenzy)
This is more used like a buff rather then an attack, 75% ias & 120% damage, based on what the GCD is you'll only need to frenzy once every 4 seconds. It'll be mostly used vs Elite Monsters however I suppose if there is enough monsters in a group it could be worth it.
Invigorate (War Cry) doubling your armor with 50% more life and a health per second regen all for 1 skill is great.
Marauder's Rage (Battle Rage) Another buff, thus far everything is built for defense or buffing 2h Cleave damage, +100% Damage and 4% crit.
Mighty Throw (Weapon Throw) - Fury Dump - Highest single target damage source 462% WD(Excluding the gimic Dread Shot, however 5x Mighty Throw = 2320% vs the 900% single Dreadshot), plus the tasty buffs. This is assuming you can actually throw 2hers.
Mutilate (Rend) - While this skill is open to change in my mind, I tried to think about something that wouldn't feel like it was wasting fury that could be used on Mighty Throw, 60% per second / 10 seconds = 600% for 20 fury. Better then Mighty Throw on Single Target, and then compliments Cleave nicely.
Passives:
Inspiring Presence - Doubles Cry Durations which is more of a benefit to Battle Rage, however is a bonus to Warcry, meaning less use means if you hit a fury dry spot it should be available to be used as a fury builder rather then leaving it up.
Unforgiving - You don't lose fury ooc, brilliant, and then it builds fury for you, perfect. However if it feels like you're hardly ooc it might be worth changing.
Supersitition - Hedging my bets that the bane of the barb is going to be non-physical damage, I would think it'll be more important in Inferno however will have to see how it plays out.

I'd be using a 2h.
