On another note what level do you have to be to have lvl 6 Life tap charges spawn in shops? He didn't say but my lvl 88 barb won't spawn them and so I would like to know how high I have to go.

There are a lot of viable cheap builds, that general one among them. I always find it more fun getting those builds to work for you than simply being decked out. Your optimism is refreshing; I can't tell you how sick I am of hearing all the whining about being too poor to do certain things on battle.net

To be honest.. summon necro most most cheapest class to do Uber and Diablo Clone. You dont need any of those fancy gears...
All you need is about level 28 skeleton/mastry and level 10 revive.. thats like +8 more skill from 20 isnt hard to get.
Get 1 point in terror due to baal/mephisto summon minions.
Get Urdar revive for crushing blow.. get a teleport ammy/wand. teleport on boss.. tada. your task is done without enigma, coh, drac glove or any of those.
Required ilvl for skill level 6 Life Tap on a wand is 96. Which I believe would mean you have to be level 94 to roll it. See Charged Items (Diablo II) if you want to do the calculations for yourself (R=18, M=6).
Cheap Smiter is my favourite build. Here's some info on the wands. I have taken down ubers and dclone with only a level 4 wand and once I hit level 83 got the better wand. Keep in mind life tap can also spawn on daggers. I think I will build a smiter and post my own build 'cause I disagree with some things in that guide. For example. Why max smite? It's useless to max it. You take smite for the effects (stun/knockback/ignore def/uninterruptable). Your main form of damage here is going to be crushing blow. So at worse you'll take down the the ubers a little slower but in the end save a shitload of time if you max Zeal for crowd control.

Tier 4 (reqlvl = 18). The wand suffix with this charge has min = -60 and max = -6 (see above), listed as [60/6] on the AS page.
from which we deduce that 13 * slvl + 18 gives the minimum ilvl for Life Tap charges other than slvl 1.
Level 1 Life Tap (67 Charges): ilvl 23 (see the next section)
Level 2 Life Tap (75 Charges): ilvl 44
Level 3 Life Tap (82 Charges): ilvl 57
Level 4 Life Tap (90 Charges): ilvl 70
