I decided to respec my sorc and make a blizzard sorc and I can swear when I put points into cold mastery it did not boost the damage of blizzard. I wasn't paying attention when I was putting point into it so could anyone confirm this if it is true?

A passive skill, Cold Mastery is the Cold-based Sorceress' final step in conquering the element of frigidity. With each point invested, this skill subtracts from the Cold Resistance of your enemies. It cannot, however, ever break Cold Immunity, which is a major downside.

Correct, you won't actually see a damage increase on the stats charts. Unlike Fire and Lightning Mastery, which increase your damage, Cold Mastery decrease enemy cold resistance. The end result is roughly the same, though cold resistance should give markedly better results against any monster that has some cold resistance.
PlugY for Diablo II allows you to reset skills and stats, transfer items between characters in singleplayer, obtain all ladder runewords and do all Uberquests while offline. It is the only way to do all of the above. Please use it.

That and Cold Mastery cannot break cold immunity, which makes it useless in many cases. It also gets severely nerfed in PvP. I usually just put one point in it and spend the rest (after maxing Blizzard and its synergies) on Orb or a skill for a hybrid build. Cold Mastery isn't worth more than one point in its current state imo. (And +skills gear adds to it, so...)
That and Cold Mastery cannot break cold immunity, which makes it useless in many cases.
Both Fire and Lightning Mastery are equally as useless in that situation though
On the other hand, if you reduce some monster down to 99% resist, Cold mastery is going to give a much bigger boost to damage than either Fire or Lightning would in the same situation. Of course, most Cold Immunes have unbreakable immunities, so in practice it's kind of a moot point.

Even with the immune problem, cold mastery are a better option then synergys (in blizzard's case were skll synergys are +5% damage). Mat prove:
How we calculate damage dealed in D2?
Spell Damage = D
Target's Resistance = R (R<1, because resistance are a % value and i'm ignoring immunes since they recieve 0 damage anyway).
Total Damage Dealt = D(1-R)
Ex:
Blizzard Damage = 100
Monster Cold Resistance = 60% = 0,6
Total Danage Dealt = 100(1 - 0,6)= 100(0,4)= 40
Now lets test Blizz damage with 1 extra point in any of the synergies (in other words +5% damage).
Blizz Damage = D + 0,05D= 1,05D
Target's Resistance = R
Total Damage Dealt with +1 synergy = 1,05D(1 - R) = 1,05D - 1,05DR
Ex:
Blizz Damage = 100 + 0,05.100= 100 + 5 = 105
Target's Resistance = 60% = 0,6

So, Blizz Sorcs should max cold mastery before the synergies.
Don't forget that resistances can't be lowered below -100%.

I kno the official site have some wrong info. But the mistakes are allways about build constrution, not about the game mechanic. Also I've tasted it two times already and blizz + cold mastery has showed better results.

OH! i understand now.
But it doesn't change the results. Maybe in some monsters, you will get stuck in +100% bonus (when you have really good gear pluss alot of cold skillers), but in most cases the mastery will increase your damage further.
