Skills like Battle rage have runes with this tooltip :
While under the effects of Battle Rage, Critical Hits have a chance to generate 15 additional Fury.
or
While under the effects of Battle Rage, Critical Hits have a chance to cause an explosion of blood dealing 20% of the damage done to all other nearby enemies.
versus
While under the effects of Battle Rage, Critical Hits have up to a 5% chance to cause enemies to drop additional health globes.
What is this even supposed to mean ? Should we assume that you have less chance to gain Fury (or health globes) if you attack faster ?
This is quite unclear, and I'm not gonna sit there trying to get 10k crits and number crunch... Why would they put a % for some and none for others, it's quite dumb if you ask me.

I'd like a flat number too... seems pretty stupid not to show the proc chance tbh...
The only reason for Blizz to phrase it like that is if the rate is itself variable.There is probably a PPM effect in there that will only start showing up if you are attacking/critting with extremely high frequency.
