No stats are a completely different entity than resistances. When you start the game in normal at level 1 you have resistances of zero if I remember correctly. You gain resistances through charms and gear for the most part. Each difficulty you move on to lowers your resistances. I forget what the actual number is but it is something like normal=0 nightmare=-40 hell=-100. Unless you are a paladin in which case you have skills that boost resists i.e. salvation or barbarian i.e. natural resistance. You would be wise to stock up on crappy charms for the time being. If you've moved onto nightmare difficulty go back to normal and kill more stuff to hopefully find charms and better gear. Also keep an eye out for what runes and gems do when inserted into a certain type item.
Also the rescue anya quest in act 5 gives a scroll of resistance when you save her thus boosting your resists permanently by 10. Find anya in the frozen river in the crystalline passage.

To answer it plainly. Yes. Act 5 is in normal. Act 5 is also in nightmare and hell too. Do all quests and you have +30 to all resists permanently. With crap gear and no charms you'd still be -70 all resists in hell.

Basically this. Look for it on well....anything that drops.....Assuming your playing single player try one of them recipies that makes a all resist amulet or rings, or try making one with a lot of resist to a single resist(fire, cold, light) This is really the only advice I can give you.......
There are tons of items out there that give res to all. They're often found in amulets or charms. My claws do it for me, but you cannot wear claws. You cannot wear them.
figured it out forgot to make my character an expansion character (have not played since 2000 so forgot about a5 as well) - got my resistance up above 0 on all elements and also obtained the vipermagi Armour so i should be good - even got the Armour socketed just now trying to figure out what to socked it with?
socket it with perfect topaz, so you'll increase the chance of getting better equipment

Put them in the shield in that order and you'll gain a lot of resistances by using your new Ancient's Pledge Shield. You can get these runes from Qualcek (sp) after saving the barbarians from their cages made of sticks...
Well there are some really really nubby begginers items that you can find if your lucky that give very good resistances. Its ... the stoutnail club? i forgot.. but it gives my lvl 16 bonemancer like 60 fire resistance and 30 lightning resistance. Thats just from the club itself and i found it and another gold club on a tristrun game =P both in the same game as well.. dont know how but he now has 70 fire resist and 60 lightning resist. Which is very good for a low level char like that. And because there are very few bonemancer wands im using it. But heres a warning there is only one way to unsocket an item that has gems/runes/jewels in it. Its some high level rune.. and i think a perfect gem and your item you wish to unsocket. But when it is unsocketed the gems/runs/jewels are destroyed. So be careful.

And if you are gonna get weak charms that give small ammounts of resistance each, get small charms not large ( or medium if their good enough ) Although the small charms are just as common to find as large ones they may not be as strong but there is always a small charm that is just as good as that large charm you have.
An example is from one of my b.net chars. He had a grand charm (large to me) that gave 100 poison damage over 6 seconds. And from a trader char (some one that you could give pgems to get items from) i saw a small charm that had the exact same effect. So even though they will be hard to find they are there.

i have those runes, just need a good sheild i suppose ( and to find a one handed weapon), if i socket a shield in a5 (using the quest reward) will it give me 3 sockets or only one?
i'd mf normal andy/meph/trav if i were you and try to get irathras set
that with a 3 socket 3 perfect diamond shield can almost take you with max resists into hell
you can use 3 socket 3 emerald armor or dex charms to get your dex up

didn't know mfing on normal mode was a good choice
it goes acts 1-5 on normal
then acts 1-5 on nightmare (same thing only harder, your resistances are lowered and minions have higher resistance) )
and finally acts 1-5 on hell (same thing only harder, your resistances are lowered and minions have higher resistance)
