I was getting a similar problem myself, but i managed to fit it myself.
Try these few steps and see if it works for you.
1: In your Battle.Net launcher - goto Diablo 3, Game Options, Game Settings. In additional command line auguments put in the following without the quotation marks "-usepageflip"
2: Open your D3prefs.ini file (is located in MyDocuments/Diablo 3/ folder.
Open it in notepad and re-save it as D3prefs_OLD.ini
Then open the original file again and copy/paste in my .ini file to make it into "potato mode" as i call it.
The biggest improvement in gamespeed and fps should be in the "Hardware Class" line. setting it as a lower number _should_ improve performance.
3: Once game is loaded exit and QUIT the Battle.net launcher as well - it can be a memory hog and use some some hard drive cycles. Closing it makes your harddrive only use its speeds for Diablo
4: make sure you have any anti virus / malware scanners "scans" disabled while you are playing the game - again this will use the hard drive making your HD work harder - disabling them while playing should improve performance.
Hopefully 1 of these fixes work right for yourself.

P.S. Doing all these steps i went from 2-3fps in a game to no stuttering at all on my laptop - and the GFX card i am using is very very low-spec and slow.
Game runs okay for about 2-3 minutes then as i am running aroun doing anything at all it constantly stutters / freeze frames

r9 390x graphics. does the exact same thing when i plugged in a 1050ti graphics card
16g ddr4 memory
edit / I can run all other games in high no problem. Pubg, csgo, rust, overwatch, csgo
Try the 32bit client, had the same issue, works wonderfully now.
