Banned users mean nothing 99.9% of them are bots. Users that are physically banned (the 0.01%) for rule violations very rarely return, and if they do by creating a new account they get banned by IP. Banned users showing up in white is pointless if anything the should not show up at all on the user list at all.
PlugY for Diablo II allows you to reset skills and stats, transfer items between characters in singleplayer, obtain all ladder runewords and do all Uberquests while offline. It is the only way to do all of the above. Please use it.

This is odd. All I changed about the banned users was the color of their name.
They are set to not show up in any list. They can not view the forums. They can't do anything actually.
If I had to guess - they are showing up in the user list only right after they get banned until they system times them out of the user list. So only for the 10 minutes immediately after they get banned.
I'll keep an eye on this. Thanks for bringing it to our attention.
(Banned users are in white, in case anyone doesn't know.)
its not supposed to be a nice game
autostats are rediclous
lack of pots is not welcome
if it aint broke dont fix it! (diablo2)
That's because this is a recent change.
Could be a warning, basically showing that it is possible to be banned, and moderators will ban you, so follow the rules.

How can they be browsing the forums if they cannot even view it?
