I don't think it will match the console release date that sounds stupid why would they do that and lsoe out on potential customers and players coming back.

Just to be a bit more specific/try to apply some logic:
Typically, Blizzard's PTR for major patches last about 6 weeks (give or take). There are usually about ~3 PTR patches before it goes live, and about 2 week intervals between the PTR patches, hence the 6 weeks. This PTR will definitely last a bit longer since 1) many features aren't implemented yet (final set bonuses, obviously necessary class changes to wizard and monk); 2) and it will likely be a two-phase PTR because once all the new stuff is implemented they will activate seasons which again needs some time to be evaluated.
2 months is the bare minimum, I'd say. Note that many legendary items got changed, which feels more or less like loot 3.0 - and as we know from 2.0.1/RoS it took players a few weeks to figure out what's broken, so they won't rush that as any broken mechanics will destroy ladder rankings. Furthermore, class balance is completely off right now, in solo as well as group play. If they decide to address Furnace/Rimeheart/EP everything changes for all the 35+ players in Greater Rifts right now; if they don't, they have a looooot of stuff to do to make sure these OP mechanics don't alienate 99% of the playerbase (which quite frankly I think they do). While doing all that, they might wipe the leaderboards from time to time and do a simulation - and not just a short-time evaluation, but actually wait for 2-3 weeks.
Then, once stuff like seasons and conquests gets activated, that needs attention as well; especially season characters (are there any glitches that allow people to bypass season progress early on?).
Therefore: 2 months as bare minimum and if they want to take a leap of faith for the first season on live. Since they announced that the first season will last a bit longer than usual (6-8 months maybe? just guessing) I'd say they want to properly test/simulate everything on PTR, hence 3 months is more realistic. I wouldn't even be surprised if we don't see ladders on live before October, to be honest. Let them get everything right, otherwise people will exploit the heck out of the first season - which will destroy both the very long first season and all of non-ladder (which cannot be simply wiped out!).

Are you assuming that seasons/season legs hellfire amulet / greater rifts / redone legendaries are going to be in the new console version and or at least patched in on release day? Otherwise I don't think it matters when the console version comes out.

Sort of? It was more of a loot 1.5 or loot 2.0 beta. It had some but not all of the changes as well as the increased drop chance. So I guess I expect something along those lines. Not 2.1 but something almost there.

I would actually put money on Aug 19th or VERY close to it. That's the release date for ps4 d3.

It's not the same, so technically the PTR will be "useless." When seasons in the actual game are finished all gold/exp/gear is rolled into your account. When the PTR is finished you don't get to keep anything.

Hope implies the rational expectation that what you're asking for can actually happen. If you actually hold any thought that the patch could go live by 7/15/14 then you're either trolling to save face, or you're not understanding exactly how much of 2.1 still needs to be implemented on the PTR, let alone tested.
In the real world most of us know that we're easily at least a month out from the patch hitting the servers, more probably 2-3 months. To cling to a 2-week timeframe as "hope" is just stupidly naive. Unless you plan on enlightening us how they implement all the features of 2.1 which haven't even made it to the PTR yet, and get it all tested, and ready for deployment in .... 13 days.
