All I can say is from my own and my friends experiences.
Something has happened to the legendary drop rate after the buff was removed, and implemented. The game still feels a little more rewarding than before any buff, but not at all in the way it was in the 1 week of the buff.
Im not sure how everything works, but lets say you play torment III and have a legendary drop chance that is from torment level and playing rifts is 250 % - then blizzard buffs this by 100 % - making the total drop chance 500 %.
Now they go and implement the 100 % buff into the game, and the 250 % dropchance is now added the 100 % = 350 %
This makes the droprate before the buff was implemented much higher.
Can anyone comment on this, to let me know your experiences? Are you feeling the same? Do you know more about how the legendary drop chance, please enlighten me.
To add an example of my personal experience: I played 5 t3 rifts last night, and got 1!!! legendary. Maybe its just RNG, but that didnt happen in the 1 week buff. In that week i didnt hundreds of rifts, and I dont remember doing 2 rifts in a row without a legendary.
It's the same, you're just experiencing streaks of (bad) luck.
Some of my highlights: On Friday I had 3.5 rifts without a legendary - on T6. Full clears, on my fourth rift I got a legendary after the rift guardian died to finally end my streak. On the other hand, I just finished a T6 rift with 9 legendaries (most I've seen from someone else was 11). Sometimes I end a rift farming session with a full stash of legendaries (I always keep them and salvage when the stash is full), sometimes I can't even fill up half the stash on a full night of T6 clears. It's all RNG.

I've personally noticed no difference. During the buff I'd have streaks, I still have streaks. I just did two T4 rifts where I got 3 legendaries each. I've done T4 rifts where I get no legendaries. Same as it ever was.
The couple of days I played last week had some of my best drops and I had maybe a few more than during the buff week.
The thing is that it is random and sometimes you get the streaks where nothing seems to be dropping and then the other times the legendaries drop like hot cakes.

On Strike and supporting Fallout 4 Mod Makers
Some fallout 4 mod makers have had their mods stolen and uploaded and downloaded on Bethesda's site for the Xbox One.
Just because the end result of flipping a coin 1000 times is going to be close to 50/50 on each side doesn't mean you'll constantly see streaks of head / tails / heads / tails. It's actually far more likely you'll see a lot of head / heads / heads / heads / tails, ect.

40% proc rate does not mean if you attack 1000 times you will proc 400 times, but......11%?

Maybe the skill you are using has a lower proc coefficeint? Try using a skill with a 1.000 proc rate.
OT: No it has not changed. rng is a bitch sometimes.
And I did somer rifts last night, notably one gave me squat, the next gave me three in less than 2 minutes. I'd say it's simply a bit bumpy on theroad to statistical equality...

Sometimes I do 3 rifts with no legs and then hit 4 legs in the next, 2 in the one after etc etc.
Learn to deal with RnG and stop trying to find causation in some glitch/secret nerf.
