cant give a date before blizz gives one, but they said there would be a PTR before it's release so don't expect it before a while after that comes up. Personally I'm guessing late summer / autum at best, end of the year on the «coming soon» blizzard tendency
Back when RoS released I was thinking they'd be releasing the first big content patch by the end of June/July. Now I'm not so certain. If I had to bet, I'd say mid-late August, judging from their current speed.
Wouldn't be surprised (or disappoitned) if they released it only near November.
Console version is shipping with 2.0.5 (may have even been 2.0.4) and is getting 2.1 at a later date If I remember correctly. The development teams between the PC and console versions of D3 are also completely independent of each other. I don't see why they would release the PTR for 2.1 in August alongside the Console release. At this point it seems that Blizzard is behind the schedule that they set for themselves with 2.1. A few recent blue posts and some comments made during the Anniversary Twitch stream make it seem as if they're still very early on in the 2.1 stages. Most of what they have planned for 2.1 still seem to just be ideas, nothing is really developed just yet.
It seems more like a Fall launch is in order now, maybe even something more along the lines of a PTR in September/October with a release in November alongside Blizzon. We'll have to wait and see, they've been awfully quiet about it in the last few weeks. I know that most people are of the notion that Blizzard tends to keep quiet on patches for D3, but they do usually announce when a patch is coming to the PTR beforehand.
Won't be for a while. 2-3 months AT LEAST if I had to guess. First we need a maintenance. Then we need PTR on that maintenance. Then PTR will go as long as it needs to. Remember 2.0? That PTR lasted for about 3 months
