Maybe I am missing something, but I found the cosmic strand guide and taught my Blacksmith but I cannot find the offhand section in his armor crafting area, is this a bug, has this happened to anyone else?

Its under weapons, not armor.

I looked there as well and could not find it.

Question, would you still see the off-hands in the weapon section even if you had not found any plans?

You most likley have the filter set to Have Materials or something and you don't actually have the mats to make it. Switch it to All or Highest Useable and it should show up.

If you're not on your Wizard then it won't show up under the default "Highest Equippable" Change that to "All" and it will be there.
