I like to think that The issue is that there is to little to look forward to.
its not that the issue is some people get the sets and uniques, and some people dont, its that, that is all there is to get. and people notice. When people say I never get legendary items, it just seems like what they are saying is "I dont have a ring of royal grandeur. or thunderfury. or a one hander with 2400 DPS. or a maxim for my enchantress who is wearing a hellfire ring that I regret working for.
They are literally searching for the same pile of 5 or 10 items that the rest of the world is.
I think thats why this issue seems to really shine. because the pool of desirable items is so streamlined, and we know that the game would kill itself if it just gave those items to everyone, thats a no brainer.
Creating enough items to give everyone in the world their own individual set? obviously thats not really possible....
but that should not prevent new items from being created and released. and it should open the floodgates for new professions new character concepts and new items and most importantly new item interaction ideas.
their should be items that they fling into the game and dont even tell anyone about.
their should be uniques that can synergize with other uniques....I know I know....pure blasphemy
how many sets are their for Barb? IK set. oh. and Wichdoctor? Zunimassas. oh....so what 1 set or 2 per class? for the world? yup

They just put out a new expansion with new items. These things take time to develop. Will they add more legendaries to the game in the future? Yep. They've said as much. Will they add new sets with new interesting effects? I would put money on it. Some of them will probably even come without an expansion. Again,it's been two weeks.Give it time and you will see more stuff coming down the line. Who knows, maybe they have already put items into the game they didn't tell you about. Start looking

RoS, with the elimination of RMAH is designed for you to build your character to the gears u have, not the gears you want. That way, you will enjoy the process a lot more.
I played every day 3~4 hours weekday, 5~6 hours weekend hoping to see a scent of immortal king, but i have nothing but 2 full set of blackthorn, and bunch of items that emphasize on return damage ( an axe that scale with your thorn dmg, bracer with 1000% of thorn dmg, and found a set that boost your thorn radius). So I decided to build a thorn barb.
I found that if you try to come up with the gears combination with what you currently have, and maximize it, it is much more enjoyable. at the same time craft some legs items to compliment your build, run bounties to get the act specific legs.
This game is really enjoyable if you just make the best out of what u have.
i'll give you a secret on how to find items. load up the game. then play it. if your entire reason for playing is to find gear, well, you might as well quit now. i like watching guys going flying across the screen - it's funny to me. that's why i play this game. i don't notice how many legs drop anymore, i've stopped caring. also, if you want the new set stuff, make sure you're running T1+. otherwise, they added a way to do something different all the time. try playing through the campaign again, or just do rift runs all day. switch it up and just have fun, before anything else. wouldn't it be much better to simply find an awesome item whilst enjoying yourself?

For most yes. For some, though, it's much more fun to ride the whambulance directly to the nearest forum and whine all day long about how Blizzard hates them, how D3 sucks, or whatever they can tap out between crocodile tears.
With the new loot buffs, i got a RNG goldmine today, first rift 2 Set pieces about 2 minutes apart , last chest we opened and then the rift boss. 2nd Rift, another set Piece. That equaled my total set pieces found since ROS launched, all in less than 30 minutes.
The last 2 years have also been under Jay Wilson. I have faith in the new Lead Game Designer; almost the moment he stepped in, we got Loot 2.0, and they plan on releasing new items and features periodically. Seemed like the first 2 years was just a boat load of damage control. D3 is on an upward trend.
Heh, that is the only set I've found as well in terms of item drop (not plan drop). I haven't seen a single piece of the crusader set . . . that said, I took lemons and made lemonade. With Ring of Royal Grandeur, I turned my 3-pc Blackthorne's into a 4-pc bonus and then farmed plans/crafted set mats for Born's and Aughild's. In my experience, the blacksmith plans and mats are far more easily farmed and you can keep making them until you get a piece you can work with. Anyway, I now simultaneously benefit from 2 x 3-pc set bonuses and 1 x 4-pc set bonus. Get creative and strategize with what does drop. I'm easily farming T3 with +56% damage to elites from set and ring bonuses and tons of mitigation against elites + immunity to certain elite effects. I can farm T4-6 but damage isn't where it needs to be to make it efficient - in the mean time farming T3 is good fun and I'm sure the set pieces will eventually come.

It's not really misrepresentative. Crafting is supposed to be a failsafe against bad luck. If he's found set patterns but no set items, it'd seem that there IS actually a way for him to obtain green items even though it's not what he wants to hear.
I seem to average about 1 gambled legendary every 1000 shards, doubt he should be getting 1/6th of what I'm producing.
If the system is truly random then, yes, someone getting "6x as unlucky" as you are is a possibility. It lies pretty far to one end of the bell curve, but it is a possibility. If the system isn't truly random (or, pseudorandom to be accurate) then that means there are ways for us to influence the outcomes, which would be bad.
It still stands that he could spend 25 blood shards tonight and get five legendaries and then have 5 legendaries in 6025 blood shards. As it pertains to these things bad and good streaks happen. It's just like I tell blackjack players: "If you come here thinking that you are going to win 75% of the hands then you should take your money elsewhere because that's just not how it works. You have to be willing to lose some before you win some and if you're not then blackjack is not the game for you."
If you're not willing to push through bad luck streaks then ARPGs probably aren't for you. That's the long and the short of it.

Looks like it's impossible, man. If only the monsters had a random chance to drop items when you killed them, and you killed a whole lot of them.
