This is copy pasta from the blizz forums just putting it up here for people to see. It works like a charm but just FYI take a Crusader or a Barb cause the vendor seems to have a smart loot and won't spawn the shield for other classes.
Method 1 (Guaranteed shield!)

1. Make new bounty rooms on normal (for ease)
Repeat this until you know for a fact the watchtower exists (Look for the scabbard quest in act1)
2. Do the scabbard bounty, and check the vendors inventory. You may just luck out and hit it on first try
3. Make a town portal FROM HERE and NEVER from anywhere else. NOTE THE TIME
(From now on you will be using the map warp-to locations to keep this portal to this vendor open.)
4. Go do a bounty, keep an eye on the time.
Every fifteen to seventeen or so minutes you need to go sell (check back with your vendor friend)
Make sure to use the map warp features so you can get back to the vendor using a town portal.
5.Repeat 4 as needed

3. repeat by looping back to #1

All of my shields dropped from Manglemaw. I suppose he has a chance to drop them because he drops the mats for Wall of Man.
Any one have any idea when we might see this low rolling block chance on wall of man to be fixed?
