I decided to try a different approach to split bounty farming and jumped into Normal difficulty. The result? Lots of legendary drops from plain monster killing (including a sick Azurewrath), but absolutely nothing from 15 caches.
Horadric cache contents are affected by difficulty setting just like everything else (at the time of drop), so if you can efficiently split farm in Torment 1 or above, you'll get the best results. Looks like it's back to T1 for me.

I saw a blue quote about it, but that doesn't seem to be the case. They weren't very clear about exactly WHAT isn't affected. If there's a higher chance for items to drop in higher difficulties and a cache is just a pool of items, it would make sense that you have a higher chance of a legendary from a higher difficulty cache. I saw the blue thread on it, and they kind of avoided the specific question.

What? Of course they are. Caches you find in Normal cannot drop Imperial gems, while those found in Master and above can. What was fixed was farming caches in Normal and then opening them in T6 to get Imperials out of them.
1) Horadric caches cannot drop Torment-only legendaries.
2) The legenadry drop chance from Horadric caches is not affected by difficulty.
3) The only difference between a Horadric cache obtained from Master (or higher) as compared to a Horadric cache obtained from Normal/Hard/Expert is that it has a chance for Imperial gems.
Does this mean farming those caches on Torment 1 is a waste? Absolutely not. Because if you farm bounties for 5 hours on Normal you have zero chance of finding any Torment-only items. You might get more legendaries farming on Normal, but you have no chance for any Torment-only legendaries, and most people eventually want those. Plus, you get more XP, gold, shards, and other stuff doing bounties on Torment.
The fact that you got nothing from 15 caches means nothing. I opened 34 caches the other day, I got 1 legendary - from number 31. They were all farmed on Torment 2.
And Dunmait, some set items can be dropped outside of Torment - small sets (for wizards, it's chantodo's wand and source for example) are available.

My brother got a set item to drop from the Cache.
Not sure about caches not being able to drop Torment-only items. (from what I understand set items are torment-only items, or am I mistaken?)
