We currently have had a 50% bonus exp community buff for the time being before the RoS release and so grinding exp on CotA runs has given people the opportunity to obtain amounts of 3 Bil+ exp per hour while farming Torment 6. I was curious if anyone had played the RoS beta and noticed whether or not the exp in the beta environment seemed to move faster than it does currently? Generally with any ARPG or even just RPGs for that matter, gaining actual levels causes you to fight higher level monsters which reward more base exp than their lower level counterparts. Usually these higher level monsters reward quite a bit more exp from my experiences. But at the same time, we already have a 50% buff as well as the fact that many people have been gearing out their characters for quite some time now and can easily handle Torment 6 while in the RoS expansion we'll all have to start from scratch at lower difficulties which would slow down your exp gains.
They adjusted Para levels just before they shut down the PTR/Beta to make it easier at lower levels to gain new ones. And harder as you get into higher levels. (This was included in 2.0)
I seriously doubt they will adjust them again for quite some time. Not before the first major patch of RoS to be sure.

I don't like to often assume but I think it goes without saying that level 70 mobs will have considerably more XP given per kill than level 60 and thus youll gain XP towards Paragon faster.
I wasn't in the beta, but I remember a lot of the past threads on paragon levels during the beta. A lot of people said that XP gain through bounties and rifts was pretty significant and, even at high levels, they didn't feel like gaining new levels was taking an unreasonable amount of time.
Keep in mind that this 50% community buff is multiplicative so it's actually a huge boost. From what I saw on beta nothing came close to the level of experience some people are getting in CotA now. I had 4.3 bil per hour in my premade group yesterday which is insane number and some people in perfect gear and group setup for CotA can go even higher close to 5 bil. It will be possible to reach those numbers again with godly gear on T6 in RoS as well maybe but it will take months to obtain such gear.

i think monsters scale to your level, no matter what level you are wherever you are. although there may be areas at level 70 with higher mob density
Leveling in beta (and thus probably in RoS) was certainly faster than on live (pre-2.0.1, at the time), but it was in my opinion nowhere near as fast as it is now. The difference is not really the 50% buff, but the fact that current difficulties are ridiculously easy: thanks to being wizard, I can easily play T4-T6 at a very reasonable speed, and with life steal I don't even die. Even after playing the beta for some time I never managed to kill anything on T6 nor survive on T6, let alone both of that combined and in a reasonable time. As Jaetch also said at some point: except for some people who used "broken mechanics", there was no one really farming T6 with legit gear/spec at a reasonable page. He spent more time in beta as he was in F&F as well, that's why I'm referring to him ;-)
So imho, leveling will be quite a bit lower than it is now, but faster than before 2.0.1, and in the end it doesn't matter because the main thing will be the item hunt. That'll keep everyone busy for quite a while.
I'm pretty sure once RoS comes out, no one will really be focused on power leveling paragon levels.
I'm not sure about this. I would bet that there will be a lot of people shooting for P800, P1000, P1500, etc. There is always someone that wants to be first at something like that.

as much as I love this game. That high of paragon leveling would be disgusting lol. I think I would be sick of the game by then.
I think it's safe to say that a this temporary 50% buff is just that... a temporary, and massive, boost to XP to give people something to do pre-expansion since hunting for items isn't quite as interesting due to almost two years of 1.x item buildup and the fact that at level 60 2.x items are inferior to 1.x items in many slots.
So, really, I don't think it matters all that much because I think it's safe to say that this 50% buff sorta breaks the XP/hr we're supposed to be getting, and therefore isn't really a data point, but more like a purposeful outlier.
I will bet RoS will be balanced around a Blizzard assumption that the majority of people will be at or above a certain Para level. And the 50% boost was a way to assure that most people will be at that level. (I am guessing PL 100, but thats just a guess)

And they doubled it! This weekend only, the exp buff got boosted to 100%. It's on front page of official site

UG... I had plans on playing Wildstar all weekend this might actually make me play D3 a bit as well now. (and sadly Wildstar only lets people hit 17 till release which I've already done)

I doubt that ROS is really balanced around a certain paragon level, as that conflicts with Blizzards accessibly mindset for D3, and with potential ladders.
What I really think the XP boost(s) are is a way of encouraging people to play, even though most (all?) know that any items they find will be replaced by next Wednesday or Thursday (depending on how much ROS you get to play). The XP boost gives people a reason to grind for XP in preparation for ROS.

They're collecting data on paragon XP in 2.0, before RoS versus burnout rate in RoS.
