Many other people have doubts, but it's probably because many people bump up the difficulty too soon, when their kill speed is not high enough. Or when their toughness is ridiculously low and they die all the time (it's hilarious to see all the wizards who pretend to be "farming" T6 with less than a million toughness). And of course it's a lot of selection bias.
I know this is an old post. But when you guys are in game and you're in the difficulty screen for torment, read the left hand side. It tells you that you get bonus legendary drop rate per tick. It's been in there since 2.0 came out. No specific percentages, but it still tells you.

There are more chance to get legendaries on T2 than in T1.
I mean, higher T is higher legendary chance? Or it's only more gold and more xp?
