I really tried reading this but my eyes hurt so much, I had to stop. Besides, the first few lines I was able to read reek of nostalgia, which makes everyone (especially developers) stop reading. This is Diablo 3, not Diablo 2.1, try again.If you want to be heard, propose some original thoughts; and do not tell anyone that they have to read stuff, no one likes to be forced into reading anything. Writing "this is important" does not make anything important, quite the contrary.

You should learn from the replies. They just want to help you. Clearly, you are new to posting on forums. If you want people to read what you write, make it easily readable. When you just answer this arrogant, no one will take you seriously.
Damnit, still bold face text an white, just hit the "clear format" button on the top left. Anyways, I read the entire thing (sigh) and after a couple of seconds to ease the pain in my eyes here's some feedback:
1) You don't provide any arguments as to why your claims are important. All the time it's "nobody likes this", "everybody wants this". I can tell you that there was never in the history of Diablo any topic where 100% of people agreed on something. You will never have nobody/everybody, but always discussions with at least two parties. That being said, the entire premise of what you have written is nil.
2) I really like runewords and would love to see them again, but the way you are proposing your idea makes me just go "hell... no, than rather never any runewords ever". There's no coherent concept behind what you have written, it's just a collection of weird events following up on events following up on events. Oh wait, what does this even have to do with runewords? No idea. Well, like I said, it's a pain to read.
3) Rather than spending the time to make your text unreadable through awful formatting and capslock sentences, you should really do at least one proof read. For a short text grammar/spelling mistakes are fine - we all do them, especially those of us who are not native speakers. But if you have a long paragraph and you want some impact, refrain from using jargon, abbreviations, and leetspeak, and do at least basic spell-checking (copy/paste in word and hit F7).
4) I'm not even sure if this is not a troll attempt. If so, you won. But with your rude behavior and arrogance both in the original text and the replies, there's no way anyone will take this serious.
I didn't read all of it. ( it was too bright ) But I assume that everything you said was runewords? I don't think runewords can make the itemization better, in fact, the itemization will be more complicated and even harder to improve. Even in D2, only few of them are useful. It was liked itemization in D3V. Spirit made every casting shield trash. Infinity, Enigma was way too powerful, like Echoing fury. Every unique weapons were trash compare to Grief and Faith. The only Paladin shield I remember after runewords is Exile. Runewords was a item system that complete out of control.
The mechanism of drop is more like a dice not a coin. I think you need to know more before you talk about it.
