I know even if I think that my idea is amazing(everybody thinks their ideas are amazing) , it can still be hard to implement or too complicated for a legendary , but I am sure that I sent better idea than what is currently on the vote and I am 100% sure that many others sent even better ideas than mine and whatever is currently on Vote for the Community Weapon is just meh.

Mine :
Lore : The Sword was made from the Shards that were Shattered from the Soul Stone on the Forge in D2 and they contain parts of Mephisto's Soul.
Audio : The Sword has Mephisto's soul and it is always trying to corrupt your soul by whispering to you (Quotes from D2's Mephisto sounds? ) If audio is too hard to implement now because of funds and whatnot , maybe the sword just gives you emotes with those lines ? (Yes Yes , Ashbringer , but how many even got the corrupted AshBringer ? Cool Idea me thinks).
Visually : (10 Stages of Shatter) The sword has an ever changing appearance from Full Sword to Shattered , it keeps getting shattered the more you fight and it gets rebuilt when you pick up healthglobes , it feeds on the Blood and Hatred of your enemies to get rebuilt. If visual effects are out of the question because of the 10 stages of shatter or whatever , maybe just make 3 stages , one is full , one is half way and the last is fully shattered or just one full and one without the blade on the sword just with the hilt to indicate that your sword is shattered.
Gameplay : When the sword is in full form your Elemental attacks get buffed (Frost , Lightning and Poison) , as the sword shatters those attacks get more powerful until it is full shattered that's when those Elements damage get stop getting buffed or nerfed until you get your sword into Full form again , when the sword is shattered different type of attacks get buffed (Arcane , Physical and Fire).
to make sure that the people who use this sword are always moving between the sword phases make the buff significant so that people will actually want it. Maybe also have Life on Hit and Health Globe bonus tied to the rate of shattering and rebuilding of the sword. The more LoH you have the longer it takes for the sword to shatter and the same idea for when it is shattered with Health Globes bonus the more you have the longer it takes to rebuild , I didn't want to use LpS because it seems that people in the beta are using it more than LoH and that might turn people away from the sword if they prefer the shattered bonus.
UI : Have 2 buffs one for Full Sword getting Shattered and the other for Shattered Sword getting rebuilt , different icons or colors or whatever makes it easier to identify , they have like 10 stacks or however many stages of shatter there is for the sword and they either start from 10 for Full sword going down to 0 and when it gets to 0 the Icon gets replaced by the new one for the Shattered Sword and starts building up to 10 again and so on.
Well this was my idea for the sword , I was looking forward to seeing something along these lines when they shot down all our suggestions on the Stream and I expect something amazing instead of these bland ideas they posted , it really feels like they gave up and just threw 5 ideas out there for us to vote on.

Wait they've posted the legendary affixes for the create a weapon? When was that... Usually these things end up on the front page...
and yeah I sent in an AWESOME idea, out of combat you got a stacking debuff dealing %health damage to you. Once you were in combat every mob you killed turned one of the stacks on debuff into a strong buff, but you could only gain as many stacks of the buff as you had stacks of the debuff before hand. So it REALLY played on the whole Risk/Reward concept, the higher you stacked the debuff the more likely you were to die, but the more OP you got with the stacking buff, if you could survive long enough
The choices are bound more or less by:
1. Whether or not it changes the way a player will play the game (whether through actions or decision making)
2. Whether or not it requires completely new textures, effects, etc.
3. Whether or not it fits the theme
Game designers do not sketch out and render the actual item. They do not program what the item does. So they can't really just walk up to the artists and say, "Please make this weapon do X, Y effects and then after Z seconds trigger A, B explosions and then spawn C." Likewise, they can't go to the programmers and say make all of the above possible. They'll be hated by their own coworkers.
When the final five picks were selected, they were bound by those limitations. There were many amazing ideas that could make for some cool weapons, but they had to be omitted for more than one reason. With RoS coming out in March and Loot 2.0 possibly coming out by then or before the launch date, they can't really devote more time to create more effects and code from scratch—and this will be after the "Design a Legendary" event ends (and who knows when that would be?). Maybe in the future the game can be patched just for aesthetic improvements. But for now, there's a deadline to meet.
Honestly, with the guidelines and limitations the developers set, I personally could barely pick out three powers out of all the suggestions in the comments from the previous blog post.
MrMonstrosity, who was part of the original stream with the developers, can attest to this. That's why you don't see some more elaborate powers listed as the picks.
Your suggestion in particular, while it is really cool, stomps all over the art limitations.
i voted #3, as its the most game/play changing affix most fun. my guess is that #4 will win out and that #2 will be seen on another weapon or item.
But all in all this weapon will end up being quiet bland.

man those powers are weak sauce... But it DOES explain why so many spells that previously dealt Melee damage were changed to poison/cold in that last beta patch...
Sadly as a crusader who mostly plans to use Physical/Holy damage, if #4 IS picked, I'll just be skipping the legendary, should it drop Unless of course it also procs from damage on weapons, in which case it WOULD be quite funny to put Cold, Poison and Lighting damage ON the weapon itself

I understand Jaetch , I know my idea was not easy to implement , I am not saying they should have implemented it either. But I think for a special legendary that is voted by the community and named as a community item , maybe alittle more devotion should be given to it ? even if it costs alittle bit more and requires alittle bit more work , it is a special one time thing they are doing.
I also still believe better ideas were sent to them and they went with horrible choices. Like others discussed , most of the effects that we are given to vote on are already on other legendary items(ex: Charm on Enchantress and on a Staff).
