Leveled a couple of new characters on PTR, Story Mode of course, and every act boss dropped a legendary on the first kill. Don't know if it's 100%, but it sure seems so.

I started a new Wiz last night on Master and equipped a Hellfire ring for the ride. I didn't full-clear anything but I went in dungeons and tried to take the longest routes possible without putting myself in a position to backtrack. I hit level 60 in the area directly before Diablo, and when I killed him, he did not drop a legendary for me. I was approx 56 for the Azmo fight, so my hypothesis is this:
Kill them before 60 and you'll prob get the legendaries. In RoS I'd assume the magic number will change to 70 but I don't know.

Most internet arguments begin as butthurt. Butthurt is typically caused by:
a) A misunderstanding, due to poor use of English by uneducated folks or non-native speakers

It's 100% guaranteed for Act bosses except if your level is too high. A friend tried levelling to 60 in A1 then killing the Butcher, but it didn't work. If your level is too high, you won't get a legendary.
Stop trying to game the system.
Stop trying to keep people from finding flaws in the PTR.
OP announced that he is going to look for this flaw and just asked if someone else already tried this. Maka said that this is fixed, Blizzard designed it so that this can't be exploited. What's wrong about this? Maka basically just saved OP a lot of time.
I agree that people should try to find out flaws, but once the flaw is identified (or it's proven that there is no flaw), move on.
I'm going to weigh in here. For instance, I have a level 60 barbarian, it was copied over from live, I killed Rakanoth, who is supposedly sporting a guaranteed legendary drop chance, and he indeed did drop one. I'm yet to kill him on a character that hasn't had him drop a legendary (although I'll add my sample size is a measly 3 kills on various characters, varying levels) on that same character however, I killed the rest of the act/mid bosses, no legendaries to report of.
I also levelled a barbarian from scratch, not every act boss dropped a legendary either, that's already been touched on though by others in here, and by Blizzard themselves. As per Blizzard, mid bosses have an increased drop quality for their first kill, but not afterwards.

I wouldn't mind a source however on max level being a factor in what can or cannot drop legendaries. Because that's being heavily touted in here, but without anything to back it up.

I wonder if it can be done to farm a certain level range of legendary, let's say you kill Diablo at a level appropriate to grab Leoric Signet (find the sweet spot, not to low to not have a chance to drop and not to high so its "upgraded" version would compete with too many other legendaries) Is there a Legendary that is REALLY good early on, basicly making a new character just to farm that level range with a power-acting friend.
I get why they may have done a dynamic, but I dont either. I leveled up a fresh DH, got a legendary off each boss (including Diablo). Now that I'm 37 redoing the game, there's a little voice in the back of my head that says "does this mean that legendaries are going to be complete RNG now?, that sucks".
I do agree that automatic boss farming to get a legendary shouldn't be in the system, it's just an odd carrot cause it doesn't "feel" good after that first kill to know you may not see a legendary again for a long time.

The chance is supposed to be removed once you hit a high enough level, so you can't just farm them by leveling in act 1 and then killing all the act bosses once you're max level.
To clarify its 100% leg on first kill of act end bosses as long as you are not at max level (60 in ptr, 70 in beta). Raka is the exception for some reason.
I leveled a monk to 59 then tested all the bosses. By the way the quickest way to solo level is to do the cursed chest event in Halls of Agony 3 over and over again. It seems to spawn half the time.

I made a WD and skipped everything except bosses and necessary quests on the PTR. I got legs from Kulle, Belial, Azmodan, Rakanoth and Diablo only. No butcher. Was level 15 at diablo.

With my crusader i plan on playing adventure mode and never killing the act bosses until lvl 70.
Does anyone know if the first time kill for legendary is only the act boss? or does it include mini bosses as well? (magda and such)
I thought it was only a guaranteed rare off Act Bosses (Butcher, Belial, etc). Never a Legendary.

I thought regardless of difficulty level, all mobs now leveled with you. Did they change that?

Leveled a character up to 60 twice now.
First time: Legendary from every act boss (two from belial)
Second time: Legendary from every act boss (hit 60 for rakanoth though, so none on diablo).
If it weren't guaranteed I imagine I would've gotten a rare at least one of those 8 times.

virgin butcher kill on my DH yesterday night and did not get legendary, but i am level 40 while i kill butch
i did not backtrack any zone or quests, just following questing line straightly. but my beta friend created T1 game for me hence the exp.
moral of story: 40 is too high for butcher, expert or master difficulty is good scale for legandary guarantee too.
