You'd think if they were going to give a big presentation about "build-changing legendaries" they would lead with some front runners. Not some wand that, without any further explanation, isn't a build changer? If you're going to talk about build changing legendaries... explain why this wand is a build changer?
I don't think anyone is saying Loot 2.0 will fail based on these few snippets. But showing some concern isn't exactly witch hunting either...

That's actually the number we have now, give or take, I believe Blizzard stated there's over 200 legendaries and set items. And since we've seen new ones, I wonder how many more =)
Your point is exactly what I've been saying should happen to legendary weapons; Normalize the dps, IE; Make all weapons of the same type ( 1 handers , 2 handers ) be able to roll the same baseline weapon dps. This would shift people from feeling forced to use Echoing Fury, even though they hate the fear proc, to wanting to choose the legendary because of it's unique affix.
From the two 1 handers we've seen, I think they might have shifted towards this, which is awesome in my opinion!
On reinspection he does say the item is "built around the hydra skill".
Take The Burning Axe of Sankis for example. Would you say that item is "built around" Ignore Pain? I know I wouldn't because it's just a proc. I would never refer to a proc in that manner because it just doesn't seem accurate to me. It's certainly a subtle bit of language and I could definitely be reading into it, but I just can't see someone referring to a proc like that.
I don't have the answer, but that's definitely NOT the language I'd use to describe those items so, to me, it seems like an odd way to describe the item if it's merely a proc. Hopefully we get some clarification.

So I am only bumping this because Travis made a blue post about how the Serpent Sparker was changed to allow an addition cast of a Hydra.
This is pretty much what I was talking about... This actually slightly changes how you play, it's not just some random proc that randomly happens to add DPS. You actually have to have Hydra on your bar to utilize it and you get to cast it twice.
I still think it's not incredibly imaginable. It's just extra DPS (but does work well with kiting builds too), but at least it's combining with your skill choices which is what all skills need: a legendary to compliment how it functions encouraging you to put it on your bar.
That's all I wanted to say aside from the fact that I just hope every skill gets some kind of unique legendary modifier so that certain skills aren't avoided completely because they have no legendary synergy to enhance it.

I've worried about that myself (moreso than the actual wand).
I've also noticed in the datamined legendary properties that some of the generic ones were the ones that caught my eye most:
Allowing a monk to use all four mantras.
Allowing use of all five runes for one skill.
The treasure goblin companion.
Shrine effects persisting through death.
Every single one of those had me jumping up and down ready to punch a hole in something out of sheer excitement. This is what I was hoping for - that there would be very interesting properties that weren't tied to skills as much as there were ones that were tied directly to skills.
My mind has been going nuts thinking about the possible builds you could come up with if you could use all five runes on a single skill, for example. It gets me twitching at the possibilities.
But I do hope that every skill gets some kind of legendary... otherwise there is a possibility that certain skills would be unused due to the fact that they don't get that intangible boost in power.
While I wish I'm wrong, I'm guessing this is not how this ring works. ItemPassive_Unique_Ring_512_x1 - Enable all runes for a specific skill.
Sounds more like it will unlock higher level runes for a lower level character.
This is what I thought too when I read it. Like it'd be a low level ring that allows you to immediately use 'Improved Archon', which is normally the final archon rune to unlock, the moment you unlock Archon.
are the changes to skills coming long with the pre-expansion patch or will it be in RoS only?
and wouldn't there be ptr before the supposed 'pre-expansion patch goes live?
I assume all skill changes will be pre-exp patch. Obviously you won't get the new passives and skills, but my best guess is skill refinement for everyone considering it's just a balance patch.

So it is still too early to make a judgment, because itemization is still being developed. Thou constructive criticism is good.
Who's to say that early judgment wasn't what made the change That's something a lot of people overlook. Though it's been said a few times in this thread.
Talking about proposed changes for even testing purposes is the best way to get clarification or to even get it changed. All that "it's still too early to tell" is typically overused and actually less useful than discussing the topic or expressing concern.
In general, If you can't predict the future and you remain silent and "hopeful" only to watch it become what you didn't want. Then you're part of the reason that you didn't like it. Especially if you were trying to silence the "vocal minority"
Besides, didn't your Father teach you "too early to tell people" 2 heads are better than one? What I mean is the community overall is more innovative and collectively smarter than any team of developers.

I believe he worded it as "one additional hydra" so it would be at minimum two hydras. Other gear could potentially make that number grow beyond that. Say for example they put in an item called the "Hydra Lord's Crown" that allows you to summon two additional hydras. Suddenly you have four. That could be very interesting.
