Yes, all the patches have helped in one way or another, but this one appears to be one to make the most impact to date... since it is dealing with the core (loot and loot quality). And I believe if you can fix itemization, you can fix build diversity in a cause-and-effect way. A lot more people will be experimenting with skills that synergize with special item properties. New viable builds may come about. We can only speculate for now, though.
I would still think it's going to be until after an xpac is launched that we really get this thing where it needs to be.

Well, not to burst your bubble, but this was not a 1.08 blog He only mentioned 1.08 for the "ID all" feature, as a short term change (implying other changes probably are not short term changes). Of course, I like everything in the blog, I can't wait to see all this too !

Don't get your hopes too high, those changes might be all planned, but I'm fairly certain they won't be all coming with 1.0.8.

I mean, don't get me wrong, ubbers, paragon, crafts, etc <- nice.
But the core problems are still there, starting with itemization and ending with no build diversity.
Seems like 1.08 will fix or at least improve the current situation of some of the most problematic issues the game has right now.
