Not sure if these are updated (for patches 1.0.4 and 1.0.5, but they were correct for previous versions) - haven't checked them recently (just read the patch notes).
Seems like a general mechanic for LoH on DoTs. It would be pretty OP if they triggered it on every tick, unless they just had really tiny coefficients.
These "proc scalars" (as the devs themselves call it) are there to adjust to the average number of targets you're hitting with each cast/attack (or number of hits/sec).
Whether they're balanced or properly implemented it's another thing.
I found out that the LoH doesn't proc in pestilence, but If I payed enough attention, only the first hit.
So, where are this hidden numbers?, is there a table or something explaining how LoH and other proc works on every single skill of the game?.
